Imphal, May 07: An employee who works as the Civic Surveyor in the Town Planning Department has been arrested by the Vigilance for intercepting and doctoring the contents of a confidential letter send to Vigilance on the status of a teacher posted at Ukhrul district under School Education Department and making chan.

Disclosing this to The Sangai Express, a reliable source informed that the accused person identified as Md Baniyamin who works as a Civic Surveyor in the Town Planning Department was arrested on May 5 and subsequently remanded him to police custody after investigating in the matter.

The investigation was carried out following suspicious that the documents of the teacher in question submitted to the Vigilance might have been doctored during the course of verification of fake appointment cases in the School Education Department, the source conveyed.

The source further disclosed that on January 16 this year, Vigilance had written a letter to the Director of School Education Department asking for submission of the appointment file ( 9/53/99 Ed S) Pt-III) related to one Md Wahajuddin of Lilong Haoreibi Mayai Leikai who works as an Art graduate teacher in the Ngaimu Junior High School of Ukhrul district.

In response to the request of the Vigilance, the Additional Director (Valley) of School Education Department S Geeta send a confidential letter to Vigilance on April 19 informing that appointment of the teacher in question is a 'fabricated case' and there is no such file number in the Department.

However, taking advantage of the location of the offices of both the Vigilance and the Town Planning Department on the same building, Md Baniyamin bribed the issuing clerk of the office of School Education Department located at Lamphelpat and brought the confidential letter to his home where he doctored its content and forwarded a new letter stating that it is a 'genuine' appointment with the relevant file number existing in the School Education Department.

Suspecting foul play in the matter, Vigilance officials personally went to the School Education Department to investigate into the case and the beans were spilled out of the bag.

Subsequently, the accused person responsible for intercepting and doctoring the letter was identified and arrest was made on May 5.After the arrest of Md Baniyamin, the original letter has also been recovered from his possession and investigation is on to find out who else are involved in the case, the source added.
