In a startling revelation it has come to light that several employees posted in the hill districts continue to live in the comfort of their respective head offices in Imphal with connivance and patronage of Ministers, MLAs and other top ranking officials.
According to an informed source, employees posted in the hill districts seldom move to their designated places thereby overcrowding head offices.
Significantly, a substantial number of employees are reluctant to work in hilly areas comprised of tribal population, confided the source and traced the development to a recent Government drive prohibiting withdrawal of salary for May month till report of a thorough departmental inquiry has been furnished.
The internal inquiry was initiated following widespread complaint of hill district offices seldom meeting requisite strength during which the huge discrepancies in employees distribution has been narrowed down to affecting transfer without posting among other factors.
Detailing the Government instruction to heads of departments, the source said out of the total strength of more than 55,000 employees orders have been served to submit names of those employees transferred without sanctioned post and absence of Cabinet consent apart from holding back the monthly salary.
The order also clearly prescribed that employees have to be at their respective place of posting from where the salary are to be withdrawn.
Taking personal interest in streamlining the administration and establishing posting equilibrium, Chief Secretary Jarnail Singh is informed to have been summoning heads of departments to the tune of one/two top officials on a daily basis.
Departments wherein excess number of employees stationed at the head offices have been detected so far consist of six.
Substantiating the department wise detection, the source said out of seven sanctioned posts of UDCs in the head office of Youth Affairs and Sports there are two incumbents in excess.
Moreover, against six Youth Officers prescribed for the Department's Imphal East district office there are seven while number of physical education teacher is said to be 69, six more than the stipulated number.
Regarding, YAS Imphal West the number of Physical Education Teacher swells by 20 extras against 80 prescribed, Bishnupur district exceeded double the number of five posts, Thoubal nine against five compared to Chandel district office of the same department having only four which is less by six numbers.
Chandel district also has only three Youth Officers instead of six.
Jiribam office fared the worst with no PETs detectable inspite of six prescribed posts, as Ukhrul is found to have 13 PETs rather than 33 while number of Youth Officer in same district falls short by two against nine posts.
There is no ODC in the district's office.
Number of PETs in churachandpur district is 23 against 33, Youth Officers eight compared to 12.In case of Senapati district five PETs have been found instead of 13 prescribed while strength of Youth Officers fell short by one out of five allotted.
Tamenglong has only three out of 20 posts of PETs while the number of Youth Officer is two against nine.
transfers of PETs/coaches/UDCs in this department is informed to have been effected without Government knowledge.
Number of prescribed total staff strength in Fishery Department's Imphal West office is said to be 106 but the actual number discovered during the scrutiny exceeded by 71 employees.
In the Training and Research head office of the department the excess number is said to be 51, while Thoubal created a record of sort as the present staff strength exceeded by more than 50 percent at 163.This department also exceeded prescribed number in churachandpur at the ratio of 78/45 compared to near staff invisibility in Ukhrul, Chandel, Tamenglong and Senapati district offices.
Maintaining the head office excess staff trend Horticulture and Soil Conservation Department has 143 employees which is 34 more than the prescribed strength.
Number of DD/SS post in this department should be 75 but present status points to 84 whereas 52 DSCOs/IPPs exists against 48.In contrast to head office of Commerce and Industries recording excess employees, Tamenglong and Senapati districts among others are plagued with want of adequate staff strength.
Significantly three General Managers are found to be placed in the Department despite the fact that such post do not exist in the Government record.
Established to record number of job seekers and to facilitate employment of educated unemployed, Employment Exchange Directorate is literally sustaining livelihood of four extra individuals in the capacity of LDC compared to sanctioned post for only three LDCs.
Rather than complying to employment of two Sorters in the Churachandpur and Bishnupur districts, non-existent post of sorter is being occupied by one in the Directorate's head office.
Rules have been flouted in the Information and Public Relation directorate as well by appointing three reporters against two prescribed, number of peons/grade-IV employees totals 15 against 12, five UDCs employed rather than two, while the number of LDCs exceeds by three.
With the appointment discrepancies coming to the fore in the DIPR Directorate the chief Secretary has reportedly demanded explanation from authority concerned.
The Govt order, according to the source, stipulates that any transfer or posting should be effected after approval by the Cabinet with due concurrence of the Finance Dept.
