Imphal, January 02 2010: The talks between the state government and the Apunba Lup has ended on the New Year Day yesterday prematurely without any settlement.

Till recently, people of the state had expected a settlement in the talks between the two sides, and the indefinite class boycott call by the AMSU, MSF and KSA would be withdrawn as the New Year has dawned.

The representatives of the state government comprising Works Minister K Ranjit, Education Minister L Jayentakumar and Chairman of PDA Dr Kh Loken reportedly told the representatives of Apunba Lup to let all actions be taken up according to Court's orders by both sides, highly reliable official sources told the Hueiyen Lanpao.

Among those who represented the Apunba Lup comprised leaders of AMSU, MSF, KSA and other organisations at the supposedly last meeting held somewhere in Imphal yesterday, the sources revealed.

However, no representatives of either JAC for Sanjit or JAC for Rabina attended yesterday's meeting, the sources said.

The sources further informed that the representatives of the Apunba Lup wanted to know what actions were taken on the charter of demands placed before the government by them.

The representatives of the government informed the Apunba Lup that since the issue has reached the Court, the government would prefer taking actions as per the orders passed by the Court.

The sources said that Gauhati High Court, Imphal Bench has already passed an order directing the state government to hand over the case to CBI.

Now that CBI is going to probe the case, let the conclusion also be decided in the Court.

Therefore, it will be very difficult for the government to act on its own regarding the demands of the Apunba Lup.

The government has decided that it will be justified to act according to the Court's orders.

Regarding further talks with the Apunba Lup, the government sources revealed that the final reply of the government has been given to the Apunba Lup.

It is now upto the wishes of the Apunba Lup whether they would like to talk with the government or not.

However, comments of Apunba Lup regarding yesterday's talks were not available.

It is not yet know what further course of action the Apunba Lup would take up.

It may be recalled here that though there is no other visible protest agitation of the people spearheaded by the Apunba Lup against the July 23 incident of Khwairamband market, the indefinite class boycott called by AMSU, MSF and KSA has caused most of the private schools in Imphal East, Imphal West and Bishnupur districts unable to resume normal classes.

Even at the government schools, the percentage of attendance is still very low.

The indefinite class boycott started on September 9 last year.

Usually, it should be admission time for the schools by now.

Till now the fate of thousands of students remains unpredictable.

With this latest development, it can't be said whether the government would translate into action certain demands which it had already assured the Apunba Lup of fulfilling or not.

The demands placed by the Apunba Lup are 1.Resignation of O Ibobi as the Chief Minister or remove Home portfolio from him; 2.Transfer of DGP; 3.To suspend SP Imphal West or transfer him to some other state; 4.To suspend Additional SP Imphal West; 5.To take up legal actions against the suspended police personnel; 6.To enlarge the one man inquiry commission of Justice Agarwal by taking in two more persons, and also amend the terms of referrence; 7.To hold the judicial inquiry commission and the CBI investigation simultaneously; 8.To conclude the inquiry commission within a fixed period of time, and to punish those found guilty by the Commission within 15 days after submitting the report of the Commission to the government; 9.To give a written assurance that no more fake encounter will be allowed to occur in future; 10.To release all those arrested during the agitations; 11.To give financial help to those injured during the agitation; 12.To return all materials seized by the police from the organisations and 13.To provide security protection for those to come and depose before the Commission safely, freely and without fear.
