Acting on a contempt petition, the Gauhati High Court has issued bailable warrant of arrest against the State Veterinary and Animal Husbandry Commissioner Dr Suhel Akhtar and Director S Joykumar Singh for not complying with an earlier Court's ruling that directed them to clear the due salary of a petitioner.
Issuing the order, Justice Sharma today asked the officials to appear before the Court on February 27 and fixed the warrants at Rs 3000 each.
The Court's order followed a contempt petition filed by Yendrembam Mera Singh (47), a casual chowkidar at the office of the Joint Director, VAH, Tamenglong.
His pay and allowances have not been paid since he was appointed to the post in August 1999.On not being paid for the service rendered, Mera filed a representation to the Director of VAH on August 26 last year requesting him to pay his outstanding salaries but no positive response was forthcoming.
Faced with no other alternative, the aggrieved employee filed a writ petition before the High Court on August 28 and the Court disposed the case, ruling that the Director of VAH should consider Mera's representation and dispose the same "by a speaking within one month.." Following the verdict of the Court, the petitioner also submitted a certified copy order to the Commissioner, Director and Joint Director, but the Court's ruling was not heeded.
The Deputy Secretary of VAH had also intimated to the respondents to comply with the Court's ruling but it was overlooked.
To seek justice, the petitioner then filed the contempt petition against the Commissioner and the Director.
Advocate H Iswarlal assisted by E Premchand appeared on behalf of the petitioner.
Finance Commissioner summoned : The Gauhati High Court has asked the Commissioner of Finance RR Rashmi to personally appear before the Court on February 27.The Court issued the summon order as the latter had failed to clear the outstanding bills and security deposits of PWD contractors despite an earlier ruling that the same be released.
The earlier ruling was passed on March 10 last year.
The Works Department had also okayed the release of the pending bills and security deposits but the Finance Department failed to comply with the Court's order.
