After the preliminary round of talk with representatives of the Zomi Students Federation at CCpur yesterday, a minute discussion was held between the student body and the Chief Minister at the latter's official bungalow today at 1 pm.
A number of political leaders including Tribal Development Minister Phungzathang Tonsing, Deputy Chairman of Planning Board Dr Chaltonlien Amo, HAC Chairman Songchinkhup and MLA Manga Vaiphei were present at the meeting.
After minutely discussing the various points and demands raised by the Zomi Students' Federation, a 12 point MoU was signed between the Government and the student body, which paved the way for the ZSF to call off its agitation.
The MoU said that the Government is committed towards providing quality education to all in the State and will ensure posting of required number of teachers as per need in the hill districts, including District Council.
It was also agreed to consider extending pension benefits to District Council employees holding regular post.
The MoU also agreed that all steps will be taken up to improve the infrastructure of the schools and office buildings in the hill areas without delay.
On development work, the Government agreed to issue necessary instruction to the DCs and HoDs to commence the execution of developmental works without delay; to instal 5 MVA transformer at Khenjang within 3 months and to execute the construction of Guite Road by the BRO from Churachandpur to Tuivai bridge at the earliest.
The two sides also agreed to the proposal that Department of Personnel and HoDs will be instructed to work out the back log of ST vacancies in the State as per rules including 100 roster and steps will be taken Tor filling up the backlog ST vacancies immediately.
The DCs concerned will also be asked to submit detailed report in this regard and take necessary steps for issuing rectification orders of names of villages and maps, said the MoU.
On the ex-gratia demand, the two sides agreed that the Home Department will be instructed to examine the cases immediately and ex-gratia payments will be made in all eligible cases within 10 days of the joining of the new DC.
From the side of the ZSF it was agreed that they would return all the files and documents taken away from the office of the SDO Churachandpur.
