Personnel of fire service department also reached the spot of incident and put out the smouldering debris. Later Saikul Assembly Constituency MLA Yam-thong Haokip, IGP (LO-I) L Kailun and DIG (Range-I) Clay Khongsai also arrived at the spot. According to some Silent village villagers, the attackers hailing from the neighbouring Seijang village, insisted that the land where Silent village stands belongs to Seijang village. Silent villagers claimed that settlement in the village started since about 50 years back.
Asking Silent villagers to vacate the area immediately, the attackers went on the rampage dismantling and torching houses besides hacking pigs and fowls, the villagers told media persons. Conceding that a land dispute exist between Silent and Seijang villages, Silent village chief Homprang said the land ownership case is currently in the office of SDO, Kangpokpi. Meanwhile, the Kuki Inpi, Sadar Hills and Kuki Students' Organization, Sadar Hills strongly comdemned the attack on Silent village, in Sadar Hills during which 36 houses out of 66 were burned down by the attackers from the neighbouring Seijang village today. Seijang gives their side of the story Imphal, May 03, 2013:
Encroachment and cultivation on the hill slopes in spite of repeated reminders not to encroach upon the land of Seijang resulted in today's untoward incident, said Seijang Development Committee (SDC). Speaking to media persons at Napetpalli tonight, SDC secretary Waikhom Ibomcha said that some of them went to the spot where the boundaries of Seijang Sailent were demarcated this morning. What was seen there anguished all the people and some of them went out of control resulting in the unfortunate incident. "All the houses attacked by our villagers were those built on encroached land, others were not touched and no person was assaulted", Ibomcha said. He further asserted that the headman of Silent village should be held responsible for today's incident. Seijang village has its well-defined boundaries. Likewise, Silent village has its own land as large as 500 paris. In addition, an order of the Manipur State Durbar issued in 1946-47 gave permission to the Seijang village to collect firewood from the particular area. Since then, Seijang villagers have been collecting firewood from the particular area. Sailent village came into being only in 1974. Sailent village Khullakpa filed an injunction case against some villagers of Seijang on the charge of demolition of some houses in 2009. The case was fought in Court and Seijang village won it, said Ibomcha. Another order of the Court allowed Seijang villagers to assess the disputed area whereas Sailent villagers have been prohibited. In March this year, some elders of Seijang went to Sailent village and asked them not to encroach or cultivate crops in the disputed area with a proposal for peaceful co-existence. However, there was no let up in construction of houses in the disputed area, Ibomcha said. "So far, Seijang has not done anything wrong. It was the excesses and obduracy of Sailent which resulted in today's untoward incident", said the SDC secretary. Around 30 households of Sailent were expelled from the village by burning their houses in 1980-81 because those families were not favourable to the village headman. Those expelled families have settled at Yaingangpokpi.
Extensive damages caused Hailstorm turns CCpur into a sea of white Lamka, May 03, 2013: Just a day after a devastating windstorm hit Churachandpur district, another bout of hailstorm hit the district yet again early morning today causing extensive damages to houses and turning the district's landscape to a proverbial snowwhite. The hailstorm that swept the district just after six in the morning is recorded to be the most violent one ever witnessed. Hails covered the surface of the entire township for about half an hour. Some heavily hit areas however were covered by the hail stones for more than two hours before they were washed away by another set of downpour. Standing crops were dashed to the ground. However, the exact damage caused to the crops could not be ascertained immediately. In New Lamka's Khomingthang area, more than thirty houses were said to have been blown asunder. Some houses made of wooden and bamboo were also blown away entirely by the hailstorm. The storm was felt in other areas as well with a Church belonging to MELC in Tuibuong area blown to pieces and the roof of Radhakrishna Foundation school located at the same area completely blown apart. There were also reports of destruction in Rengkai area, Mission Compound, M Songgel and Suangsibok.
MDC of New Lamka East Gouzamang Guite along with the Health Minister Phung-zathang Tonsing set up a temporary relief camp at PT Sports complex later in the evening for those families whose houses were completely shattered. It was still not clear how many families have taken shelter in the camp as it was set-up only at about 3pm after an official team comprising of the minister's representative, the MDC, the Additional DC and the SDO concluded their visit on those affected by nature's fury. Nevertheless several families along with whatever belongings they could still get hold of were seen moving into the camp even at the time of filing this report. The melting hails and the heavy downpour also flooded several localities and streets here but there were no reports of human casualty so far, either from the hailstorm or flood. Sielmat village has even raised an alarm by ringing their emergency bell' as flood has threatened to inundate their village. Schools have shut down for the day as another bout of heavy rain lashed the township around 9 am, barely three hours after the first hailstorm wreaked havoc. More power lines have been snapped and it is leant that it will take at least a week to restore it. With dark cloud still hanging thick on the sky and intermittent downpour still witness day in and day out, it is obviously essential now that the district disaster management committee acts now and dealt the task at hand on war footing instead of waiting for a formal reports or hold a round table conference to merely identify genuine cases. The district administration is understood to have convened an emergency meeting of the district disaster management committee today at 5pm, but what transpired during the meeting was not known. A source nevertheless said essential items will be provided to the victims by tonight and depending on the cases they will be further rehabilitated within the coming weeks. Our Jiri Correspondent adds: Windstorm caused havoc in Jiribam last night, with reports of houses and properties received in several areas. The newly constructed Indoor Stadium at Jiri College was blown apart by the windstorm besides causing several destruction in adjacent areas. TKLI takes potshots at State Govt Imphal, May 03, 2013:
Tangkhul Katamnao Long, Imphal (TKLI) or Tangkhul Students Union, Imphal unit has alleged that Manipur Government has thrust aside what it says horrific incidents' of Nganaongai Awungshi and Alice Kamei and expressed unhappiness over the Government's alleged unwarranted dealing with these cases. TKLI in a statement said Friday that it expresses the deepest shock over the brutal murder of Awungshi at North AOC in Imphal in front of the CCTV installed between North Kangla gateway and Hotel Tampha in a hit and run case wherein a VVIP Scorpio jeep was responsible on December 18, 2012. It alleged that the Government of Manipur is unfair while dealing with the cases of Awangshi and Alice Kamei even as it instantly took care of the cases of actress Momoko and reporter Dwijamani. Awaungshi was the headmaster of Tusom Frontier High School while Alice Kamei is a school student, it said and further alleged that even employees and students who are indisputably peaceful citizens of Manipur are not entitled to enjoy the safety, security and justice in the state when they become victims because of being tribal. The statement also alleged that "We are really shocked beyond imagination and felt alarmed to pursue even normal activities and livelihood in the state of Manipur." TKLI further questioned the importance of installation of CCTVs in Imphal and asked if they are merely being installed for decoration or for safety. Five months have elapsed since Awungshi had died but the culprits are still in large and that the police have not been able to establish their identities or arrest them till date, the statement said and alleged that this is glaring example of callousness of the police and the authorities. TKLI has been demanding Manipur Government to pay Rs 5 lakh ex-gratia and a suitable Government job to Awungshi's family. At the same time, TKLI also condemned the recent attack and life attempt on Chingai constituency MLA MK Preshaw Shimray by unidentified miscreants. "We appeal to the perpetrators to openly come out and clarify on the grievous crime and amend themselves so that peaceful co-existence and all-embracing atmosphere prevails in our disturbed land," it appealed.
36 houses burnt down over land dispute Imphal, May 03, 2013: Altogether 36 houses in Silent Village, which lies along the border of Senapati and Imphal East district, have been burnt down by a mob of over 300 people from the neighbouring village of Seijang following a land dispute this morning. The unfortunate incident took place around 11 am. At least five people who were allegedly involved in the act have been apprehended by personnel of 16-Assam Rifles and subsequently handed them over to the Police. Following the incident, personnel of Imphal East Police Commandos, IRB personnel and personnel of 16-AR have been deployed and security measures scaled up to prevent further unwanted incidents from happening. Top police officials are also camping in the village to calm down the situation by interacting with leaders of both the warring villages. Narrating the incident to Hueiyen Lanpao, SR Abele, a villager of Silent informed that around 300 villagers from Seijang came to their village in the morning today. As they thought that they might have come to the village for cutting wood, none of them in Silent village paid much attention. But all of a sudden the villagers from Seijang started dividing themselves into groups of 6/7 and surrounded every house.
Then, they asked all the members in the family including women and children to come out. After all the family members have come out of their respective houses and made to stay in the Church of the village, the villagers from Seijang burnt down all the houses. A Maruti Van, a Power Tiller, a Motor Cycle and other properties were destroyed beyond redemption, the villager added. SR Abele further informed that the place where the villagers of Silent are staying has been on dispute for the last many years. The land dispute had even been fought in the Court and the villagers of Silent won the case. Since then the villagers of Silent have been staying peacefully. SR Abele also demanded the Government to pay compensation for the houses destroyed and built new houses for the villagers who are now in a state of complete disaster. On the other hand, Waikhom Ibomcha, General Secretary of Seijang Development Committee informed Hueiyen Lanpao that the disputed land has been given to one Waikhom Thambou of Seijang village to raise and plant trees by the State Darbar in 1932. At one time, the boundary of the land extended upto Naibni River to the North, Khaijin Sinphamlok to the South, Nongmangkha Lok to the East and upto the plains in the West. He further informed that earlier only two Kuki brothers were living on the eastern side of the land. They were seen settling in the area till 1962 by the present generation. At that time there was not a single person of any other tribe settling in the area. However, after the area where the two Kuki brothers were living was occupied by another person of a different tribe, more people of the same tribe began coming to settle in the area. As a result, dispute began to rise and a case was fought in the Court from 1971 to 1974 in which the villagers of Seijang won, he claimed. Ibomcha went on to assert that with the passage of time, the Government of India announced the hill range as reserve forest area in 1975. However, the land in dispute which is meant to raise and plant trees was not covered by reserved forest area as announced by the Government of India. Nonetheless, during the course of the long dispute, a number of new houses have been constructed despite various appeals from the village authority of Seijang not to construct new houses in the disputed area. The villagers also complaint to the Government officials and also approached the village Chiefs of Silent in this regard and requested them not to expand their village any further. Today around 300 villagers of Seijang came out to measure the length and breadth of Seijang village and proceeded towards the disputed land area. The villagers tried to convince the people of Silent village that the area of Seijang village extends upto the disputed area and tried to mark the area by erecting logs of wood as poles. In the course of the demarcation process, a number of house which were found constructed by encroaching beyond the marked area were burnt down by people whom turned into a mob ultimately. However, none of the houses which were constructed beyond the boundary of Seijang village were destroyed by the mob. Apart from that, none of the villagers of Silent were harmed or used foul language by the mob. So, the five villagers of Seijang who have been arrested by AR personnel should be released immediately without ay condition, he demanded. Meanwhile, ACOAM Lup Kangkleipak, Communist Party of Kangleipak, All Manipur Intellectual Forum, UCM, Saikul Area Naga People's Organisation, AMSU, Kuki Students Organisation kangpokpi and various other CSOs of the State have condemned incident. While drawing the attention of the government to prevent recurrence of any unwanted incidents, these social organizations have also appealed to the general public not to incite communal violence and urged the State Government to solve the land dispute at the earliest possible. Storm leaves behind trail of destruction Imphal, May 03, 2013: The violent hailstorm that swept across Churachandpur town in the morning today has left behind a trail of destruction. More than 50 residential houses, school and church buildings have been destroyed in the storm. Many schools in town area also remained shut down today following the devastating storm. The school buildings of Radhakrishnan Foundation School, Young Pillar High School and Salvah Model School in Tuibuang area, and an MELC church building have been destroyed by the storm. In Churachandpur A/C alone, more than 50 residential buildings have been destroyed. Health Minister Phungzathang Tonsing's son Khanthang Tonsing today visited the affected families of Churachandpur A/C areas. The power supply line in Churachandpur town has also remained cut since last night.
The storm also played havoc in different parts of Jiribam Sub-division of Imphal East district. Many trees have been uprooted and fallen on the roads in Sonapur, Agalpur Chingdong Leikai, Katamtala, etc. Most interestingly, the newly constructed Indoor Stadium of Jiri College has been completely flatten in the storm, thus indicating lack of quality control in the construction work. PFA rescues barking deer with HL help Imphal, May 03, 2013:
With the help of Hueiyen Lanpao, volunteers of People for Animal (PFA), Thoubal unit successfully rescued a displaced barking deer from Moirang Kokibon Leikai on May 1.
In this connection, Managing Trustee of PFA Thoubal L Biswajeet Meitei said as informed by Hueiyen Lanpao around 9 am on May 1, volunteers of PFA Thoubal immediately moved to Moirang Kokilbon Leikai and rescued the displaced barking deer. The villagers were found doing their best for the poor animal along with administering OR solution and applying bamboo splinters to support the broken left hind limb of the deer. Secretary of Kokilbond Sporting Club,Moirang told the PFA team that the deer was found wandering near a pig sty inside the village. The deer frantically ran about and fell into a water reservoir kept for fish farming. The villagers felt pity on it and after removing from the water, handed over the deer to the club. It was found that hind limb of the deer had been broken while falling into the water reservoir. In order to save the poor animal, Club members informed the staffs of Keibul Lamjao National Park. But the staffs then told them that they have informed zoo staff and they would arrive soon. So, the villagers waited impatiently as they couldn't bear to hear moaning cry of the injured deer. As no one came even after a long wait, the Club members again inquired about the arrival of the authority. But they were advised to take the deer to the state zoo themselves. The villagers felt disgusted and so one of them informed Hueiyen Lanpao about the deer and the staff of the newspapers immediately relayed the message to PFA for rescuing the deer. The angry villagers have appealed to the authority concerned to let them know whom to contact when such situation arise. Biswajeet has pointed out that the problem faced by displaced wild animals is not rare in this time of the year as the hillocks were usually set fire by unknown people.
Loktak fishermen seek NHRC's intervention Imphal, May 03, 2013:
A joint delegation of All Manipur Thanga People's Welfare Association and All Loktak Lake Areas Fishermen's Union Manipur appeared before the National Human Rights Commission at New Delhi on 29 April 2013 and appealed for intervention to defend their rights to fishing and livelihood in Loktak Lake. According to a statement issued by Chairperson of Campaign for Peace and Democracy (Manipur) Dr. Malem Ningthouja, spreading over an area of 236.21 sq km, Loktak Lakeis the largest fresh water lake in the Northeast is a Ramsar designated site (1990) and entered the Montreux Record (1993). The controversial Loktak Protection Act 2006 classified the lake into Core and Buffer Zones. The Core which comprises of 70.30 sq km is a bound with floating phumdi created by decomposing mass of vegetation, soil, and organic matters. Several phum-huts were built on these phumdis for fishing activity and as primary home of the landless fishing community. But the Loktak Development Authority (LDA) created under LPA has taken up measures to strengthen the grips of the Government on Loktak. LDA has implemented projects in the name of 'saving' the lake from pollution, contamination and human pressure. However, the projects have become contentious. It is being charged that the LDA issued ultra vires eviction notification on 11 November 2011 and carried out forced eviction of about 777 phum-huts out of 1147, inhabited by about 10,000 persons, in and around Loktak Lake from November 15 till 23 November 2011. In addition to the phum-huts, LDA has also destroyed Sarva Shiksha Abhiyan schools and National Rural Health Mission centres, thus affecting students and local medical sector as well. Arsoning and dismantling of phum-huts was justified by adopting half hearted compensation model, i.e., Rs 40,000 per family. The amount was too less to cover up destructions of homesteads and fishing equipment for rehabilitation. Most families refused to accept the money; while some who do not own or live in phumdis received back door compensation share. Despite protest, the LDA went ahead with destruction of 14 Phum-huts in January 2012 without any notice. Between 8 March 2012 and 29 March 2013 the LDA destroyed 56 phum-huts in contravention to the Gauhati High Court order of 25 January 2012. On 16 February 2013 a contempt notice was issued against the concerned authorities for violating court order. However, another arbitrary eviction effort was made on 29 March 2013. In this scenario many have cited reasons against LPA. Firstly, the Act was enforced without free prior informed consent of the people who for several generations are dependent on the lake. It is ironical to discover that most technical terms mentioned in the Act are not properly defined for open debate and consensus. Secondly, increasing volume of phumdis, chemical contamination, and human pressure in the lake are the result of the controversial Ithai Barrage that had blocked natural flow of water and rendered thousands into landlessness due to submersion of vast track of the land under the water. Thirdly, the ongoing cleansing and displacement project is primarily designed by project monger politicians, contractors, and their middle class agents whose back door income is dependent on management of projects. They are in a rush to scramble for projects at any cost to the extent of violation of rights and contempt of court order. It led to the destruction of property and displacement of the vast chunk of the lower class fisher community whose homesteads, economic livelihood and socio-cultural system are connected to Loktak. This is not the first time that there is project versus rights in Manipur. The Manipur government remains highly corrupted and irresponsive to the democratic demand against destructive projects. For the present issue the affected families are being added the burden of raising fund to send a delegate to the NHRC to raise their issue. On 29 April they submitted a memorandum with list of demands which include among others: to repeal Manipur Loktak Lake Protection Act, 2006; to allow to rebuild Phum huts as before; to enact Manipur Loktak Lake Fishermen's Rights and Welfare Act; to review Loktak Multipurpose Hydroelectric Project for possible decommission of Ithai Barrage; etc. The Chairperson of the NHRC Justice Shri K.G. Balakrishnan, who headed the Full Commission hearing, took serious note of the issue. He assured the delegation that the NHRC will institute an enquiry in Manipur where affected victims would also be invited. It remains to be seen if the assurance is being materialized and the goals of the affected families are being achieved. In the meanwhile, the Loktak Issue should be the food for thought of the concerned authorities at the state and central levels. The leadership and higher officials need to respond so that projects do not add to displacement and unrest. Peoples want peace.
Mathematics teaching reduced to 'Does' & 'Don'ts' Imphal, May 03, 2013:
Mathematics teaching has been reduced to "does" and "don't" without letting the students to grasp a fuller understanding of the concepts, said Huidrom Jayantkumar Singh, former head of department of Mathematics, D.M. College of Science and President, Manipur Mathematical Society. Delivering his keynote address at a day-long workshop/seminar on Mathematics and Science Communication for media persons held at Manipur Press Club here today, Jayantakumar bemoaned that the faulty approach to teaching Mathematics by focussing on problem-solving was responsible for Maths-phobia suffered by students. This is one subject in which maximum students fail in the examinations. It is the most unpopular, rather most feared subject among students, he added. This media workshop was a part of the series being organized across the country by Vigyan Prasar, an autonomous body of the Ministry of Science & Technology and the National Council for Science & Technology Communication (NCSTC), Department of Science & Technology, Government of India in connection with the National Mathematics Year (2012-13) being observed to mark the 125th birth anniversary of great mathematician Srinivasa Ramanujan. Jayantkumar went on to explain that Mathematics teaching should pass through three stages. 'Whats,' that is, definitions, interrelation between principles, etc. 'How' is the method of solving a problem or proving a proposition. "Why" is the interpretation and generalisations. Although the last stage does not provide solution to the problem, it is of basic importance because it tells us why a particular method of solving the problem had been adopted. But teachers generally concentrate on the 'how' part and give little importance to the 'what' and 'why'. As a consequence, students are forced to cramp up and learn by rote - just like mugging up English spellings and pronunciation. Hence, young learners develop a distaste for Mathematics, he observed, adding that like taking scientific knowledge from textbooks and laboratories to the common people in the field, familiarisation with the principles of Mathematics can be made lively by relating them to our day-to-day activities. In his introductory remarks of the workshop, Dr. Subodh Mahanti, senior scientist, Vigyan Prasar, said that the idea behind these workshop/seminars was to highlight the importance of Mathematics in understanding the secrets of nature and solving practical problems, and to make people aware of India's mathematical heritage. Mathematics is used as a universal language and tool for any quantitative research in all the sciences. Fundamental Mathematical questions also arise out of these research topics. And so we see the emergence of disciplines like mathematical biology, mathematical ecology, mathematical geography, mathematical physics, etc. Dr Mahanti pointed out that the origins of Mathematics can be traced to antiquity. Prehistoric human beings probably learned to count at least up to ten on their fingers. Ancient Indians, Chinese, Babylonians, and Egyptians devised methods of counting and measuring that were of practical importance in their everyday lives. With the passage of time surveyors, clock and calendar makers, masons and machine makers, and most importantly merchants, developed the methods of counting and measuring. "We have a rich mathematical heritage. One of India's greatest contributions to Mathematics is the number 'zero' and the decimal system, which established the modern way of writing numbers," he added. Dr Mohanti said that during 2013 a number of activities are proposed to be undertaken under a wide umbrella of initiatives called the International Year of Mathematics of the Planet Earth (MPE-2013). The idea behind MPE-2013 is to focus on mathematical research in areas of relevance to the various processes that affect the Earth. Nimish Kapoor, another scientist with Vigyan Prasar who was also present on the occasion as a resource person, said that besides producing films and radio programmes, publishing books on popular science topics, Vigyan Prasar has been involved in different popularisation activities. It has set up a network of science clubs across the country and was involved in science and mathematics popularization among school students and the common people. Speaking about science and mathematics writing, Nimish felt that science writers and journalist should use simple language and avoid jargons when writing for lay audiences. Others who spoke included Dr Surendranath Singh, Director of Manipur Science & Technology Council (MASTEC), Prof Roop Chandra Singh, head of department of biochemistry, Manipur University and well-known science writer and former principle of DM College of Science G Toba Sharma.
National Seminar on Conflict Transformation, Peace and Ethnic Divide begins Imphal, May 03, 2013:
A two-day long ICSSR (New Delhi)-sponsored National Seminar on 'Conflict Transformation, Peace and Ethnic Divide in India's Northeast: The Context of Recent Trends' has begun from today at S. Kula Women's College, Nambol. The seminar is being organized by the department of Political Science of the college. The inaugural function of the seminar was graced by Prof. N. Lokendra Singh, Registrar of Manipur University as Chief Guest; Dr L. Birendrakumar Singh, Principal of the college as President and Prof. Rakesh Batabyal, Dy. Director of ASC, JNU, New Delhi; M. Ibohal Singh, former Principal of Nambol L. Sanaoi College and Vice President of GB, SKWC and N. Ibomcha Singh, Secretary, GB, SKWC as Guests of Honour. On the occasion, the Chief Guest also released two books as hardback and ebook titled "Conflict Transformation, Peace and Ethnic Divide in India's Northeast: The Context of Recent Trends" authored by Dr L. Muhindro Singh along with compendium of the seminar. Giving the keynote address, Dr L. Muhindro Singh, convener of the seminar said, within this pandemonium of conflicts appearing in the India's northeast, this seminar is attempted to accentuate different views and the way how ethnic assertions are becoming a prime target of all the ethnic groups. All the peoples are living in a very insecure life where umpteen vexatious issues dominant people mindset. Besides it is also attempted to relook the matters of territorial integrity, autonomous, alternative arrangement, homeland, sovereignty. In these backdrops, day by day ethnic assertion and ethnic politics assimilated to even in minor issues and eventually distrust atmosphere appeared. As a measure to resolve conflicting issues Government of India has been taken up peace process in many stages, but still it is a big question that how far both the counterpart have sincere to resolve the matter through a, amicable and acceptable to all the ethnic groups. It is witnessing, increased autonomy for ethnically defined areas and groups has frequently been proposed as a solution to problems of insurgency and, as a policy, it has been implemented in several cases. In the welcome address, N. Ibomcha Singh, Secy of GB. S. Kula Women's College mentioned that Day by day, distrust attitude is also seemingly serious in the recent past. It is predictable that it will undergo until an acceptable solution to all the ethnics is arrived in the state as well as in the north east. In such unrest and mistrust situation the core theme of the seminar attempts to find out a proper mechanism to analyze dynamics of peace process and subsequent effect in different ethnic groups in India's northeast. Manipur has emerged as a conflict zone with the elites of the three struggling communities competing and contesting to carve out their exclusive political space through ethnic mobilization. Addressing the gatherings, Prof. Rakesh Batbyal, Dy Director, JNU, as guest of honur said that the Indian intellectuals and the leaders of the nascent Indian nationalist movement did not like this appellation at all. They argued that though it is a geographical experience, it would become a nation. It had a politics. Within this conflict situation Prof. N. Lokendra, Registrar, Manipur University reiterated the needs of understanding the situation far from ethnic perception otherwise the issues may not be resolvable. In his presidential speech, Dr L. Birendrakumar drew attention that Conflict in India's Northeast is one of the vital issues. Strategically this region is very important in the sense that it is sharing border with forgin countries like China, Myanmar, Bangladesh and Bhutan. In the mist of pandemonium state of affairs, ethnic-conflict creates a situation where ethnic minorities and even the state authorities feel insecure to administer appropriately adding another dimension to the conflict. As a guest speaker Prof. Rakesh argued that Manipur, or for that matter the entire North east, is a crucible of that test where the link between geography and Nation shows myriad pathways. The histories and politics of the region provide both ironic and tragic ways in which this link was tried to be established. He attempts to invoke an intellectual engagement with politics so that new meanings can be gleaned and inserted into the present state of hopelessly tragic situation. In the first technical session, Prof. Rakes Batbayal chair the session and Prof. Rajendra Khestri, Nagaland University and Dr. R. K. Tamphasana Devi, GP Women's College presented their papers. Prof. Rajendra pointed out that in a multi-ethnic society; it is quite natural that differences in value-judgements and perceptions among the members of different ethnic groups exist. Conflicts of both violent and non-violent type between the groups are also bound to occur. The social tensions and conflicts between the ethnic groups may successfully be resolved through various social mechanism evolved by the society. On the other Dr R. K Tamphasana observed some view from the perspective of lessons of negotiating conflict over claims for commons from modern Canadian history. Second session was chaired by Prof. Rajendra Kshetri and six resource persons presented their papers in different themes.
