Understanding with KSO : Reaching out to all

The student wing of the JCILPS and KSO striking a pact to jointly take the movement to regulate the inflow of non-locals into the State to the next plane, the detection of nine immigrants with forged Aadhaar cards, the call of Chief Minister N Biren to verify Aadhaar cards and the very act of dumping non-local passengers by a Winger driver at Kangpokpi all share a common thread.

The large scale influx of non-locals into the State and the crying need for a mechanism to regulate the inflow of non-locals into the State.

At the moment, it is the JCILPS and its constituent units which are keeping a sharp eye on all the entry points of the State, but how long they can carry on with their vigilantism is anybody’s guess and hence the need to have a legislation in place which can regulate the inflow of non-locals into the State.

The announcement that the KSO and the JCILPS have decided to move together and jointly demand a regulation to check the inflow of non-locals is a positive development, for what is at stake here is the future of the indigenous people of the land and it is a tragedy that what should have united the people failed and instead pitched the people against one another when the then Congress Government passed three Bills on August 31, 2015 to regulate the inflow of non-locals.

The coming together of the two organisations should go a long way in removing doubts and suspicions and should help bring the people together.

Any issue which concerns the future of the people should be taken up unitedly and this is a point which should not be forgotten in a hurry.

Manipur cannot afford to have one set of people demanding one thing with another group staunchly opposing the same.

Reaching out to all the people, this is what the JCILPS is doing at the moment and apart from taking the KSO on board, it will be interesting to see how it manages to reach out to the CCpur JAC which was at the forefront in opposing the three 2015 Bills.

The importance of taking the CCpur JAC on board cannot be overemphasised and here it becomes important for the CCpur JAC too to clearly spell out what it found so objectionable in the three previous Bills so that the errors of the past are not repeated.

Likewise the need to take the Kuki Inpi, Manipur on board need not be over emphasised here.

The bottomline is all should be taken into confidence and consulted before the Government gets down to the business of preparing the Bill and seek its passage in the Assembly.

As repeated earlier here, Constitutional experts too should be consulted and their inputs put to good use while preparing the Bill for it would not make any sense if it fails to meet the approval of the Governor.

UNC on board, KSO on board now and while this is a positive development, there is still the need for all concerned to study why Manipur continues to attract so many non-locals.

A point which has been repeated numerous times here, but there is the need to study and understand the dynamics of human migration.

The need to understand the pulls and pushes which determine human movement from one place to the other and here it is important for all to study why Manipur has such a big pull factor.

A sincere and honest introspection is needed here.
