Election Model Code of Conduct : Short Film Competition

No.4/56/ELEC/PR/SAE-2017: The Election Commission of India (ECl) vide press NotesNo.ECllPNlll20lT & No. ECllPNl2l2O17 dated 04lO1l2o17has announced 2(two) phases of Poll Schedule for the General Elections to the 11th Manipur Legislative Assembly and with the announcement of Election Schedule by the Election Commission, the Model Code of Conduct came into effect w.e.f. 4th January, 2017 and applies to the whole of Manipur State and applicable to all candidates, political parties, the State and Union Government as far as Manipur State is concerned.

The office of the Chief Electoral Officer, Manipur has taken up a number of activities targeted towards the youth of the State in connection with the upcoming State Assembly Election, 2017. Some of the innovative ideas taken up by this office in coordination with the Directorate of Information & Public Relations, Manipur are Short Film Competition and Selfie Video Contest.

1. Short Film Competition:

As a part of the SVEEP Campaign, a Short Film Competition is being organized on the theme of informed and ethical voting. This is a short film competition and hence only Shod Films (not documentaries) are to be submitted. The entries can be short digital animation films too on the topic.

The films shall not be more than 10 (Ten) minutes, including the beginning and end credits. The minimum length should be 5 (Five) minutes including credits. The film should have been shot /completed after 1st Januarv 2016.

The short films must be either in MANIPURI or in ENGLISH language. However, 'no dlalogue film' is also allowed. Films submitted previously to any other festival/competition will not be considered for this contest. The film should belshould have been shot exclusively in Manipur. The films should be shot in Full HD and can be submitied in MPEG/AVI/MOV format.

The participant (s) must be a domicile of Manipur, must possess a valid Epic card (A Xerox copy of the same should be attached) and should not be associated with any political party/organization whatsoever. The story and characters in the film should be based in Manipur and should not be referred to any political organization and its associates. The top three winning entries will be awarded prizes of Rs.50,000, Rs.30,000 and Rs.20,000 respectively along with citations. These top three winners will become the empanelled producers for election related works for a period of one year. 2. Selfie Video Contest:

As a way of involving the youngsters in the electoral process, a Selfie Video Contest is being planned. All participants in this contest must be domiciles of Manipur and must have genuine Facebook / Twitter Account.

Fufther, the participants must be followers of the Chief Electoral Officer, Manipur's FacebookiTwitter page. Persons who are willing to participate must post a Selfie Video which contains a message on free, fair, informed and ethical voting at the official Facebook Twitter page of the Chief Electoral Officer, Manipur.

The message on the informed and ethical voting may be either in Manipuri or English Language only with a duration of less than one minute. The Selfie with the maximum number of likes /tweets will be given gifts worth Rs.10,000 and a chance to be a State lcon till the completion of election process.
