In civilized nations where education is highly profiled, even a convict who is imposed death penalty is protected to live on and can plead for a lighter penalty, whereas in Manipur, security forces take the role of Nazis and Mississippi policemen of the past, killing without court trials, said a memorandum submitted to the chief minister of Manipur by All Manipur Tribal Union (AMTU).
Expressing grave concern at the ongoing statewide crisis due to social unrest and loss of many precious lives in Manipur, the memorandum stated that fake encounters and killings are overtaking socio-economic affairs in Manipur because people lack proper knowledge of education and civilization and are transfigured to be destructive rather than be constructive.
The people of Manipur are wrongly educated to prosper at the cost of someone's life, the AMTU memorandum stated.
The Home Department of the State Government must immediately open re-enactment course for the state security forces by appointing Dr S Ibocha, IPS who is highly qualified in police methodology, as the head of the institute/course, and who is trustworthy to be appointed as special home secretary, the memorandum suggested.
It also suggested social education of the people of Manipur from the grass root level so that impending drastic behavioral manners can be brought to a change.
This policy must also be enacted in schools, colleges and universities as an extra curriculum, it stated.
"If we do not intend to change the state scenario by ourselves, then who will change it?" the memorandum issued Tuesday by AMTU president DP Panmei and general secretary Romeo Bongdon queried.
