Imphal, July 13 2009:
Informing the Assembly today that SDO of Kasom Khullen Dr Thingnam Kishan and his two subordinates were killed on ransom demand, Chief Minister O Ibobi Singh said State forces have not been able to find out the whereabouts of major Ashang and Apho Sibo of NSCN (IM), who are involved in the killing, nor is there any report about their arrest from the side of the CBI.
Responding to a call attention motion moved by Opposition leaders Radhabinod Koiham and O Joy, Chief Minister O Ibobi Singh, who also holds the Home portfolio, said that it has been known from the preliminary inquiry report that Dr Kishan and his two staff namely, Revenue Mandal Yumnam Token and driver Aribam Rajen, were killed by armed cadres of NSCN (I-M) for not entertaining monetary demand.
However, the whereabouts of major Ashang and Apho Sibo, who are involved in the killing, is yet to be established, he said.
The other three tribal employees of DRDA, who were abducted along with Dr Kishan, have not been arrested as they were not involved in the killing, the Chief Minister added.
Raising the call attention motion, O Joy demanded to know the progress of the investigation into the killing of Dr Kishan and his two sub-ordinate staff and the whereabouts of major Ashang and Apho Sibo although Lt Col Hopeson Ningshen surrendered to the CBI.
It has been heard that some people threatened the church to release Ashang and Apho Sibo on bail.
Why the CBI has taken only Ningshen to Delhi and left out Ashang and Apho Sibo ?, questioned.
Radhabinod Koijam asked whether the statement record of the master mind behid the killing Ninghen is being maintained or suspects arrested in this regard.
He also demanded to know what was the involvement of DC Ukhrul in the killing and what role he had played.
