Imphal, February 24 2009:
Contending that the Constitutional machineries in the State have failed miserably as exemplified by the brutal killing of the SDO of Kasom Khullen and his two subordinate staff, the State unit of the BJP has submitted a memorandum to Governor Gurbachan Jagat that recommendations be made to impose President's Rule in the State.
In a statement issued to the press today, the State BJP unit said that a team led by its president Dr H Borbabu called on the Governor and discussed the issue for about 45 minutes today and added that the memorandum was submitted during the meeting.
Among others the memorandum alleged that the killing committed by cadres of the NSCN (IM), as admitted by the outfit itself, was a deliberate attempt to ignite communal riot and added that in the name of the peace talk between the outfit and the Government of India, the NSCN (IM) has been harassing the people of Manipur for 12 long years.
As such the cease-fire between the two needs to be reviewed, said BJP and added that if such a heinous crime is repeated in the future, the peace talk should be scrapped.
Though the cease fire is not extended to the territory of Manipur, the NSCN (IM) has opened three designated camps in the State, claimed the BJP.
The three camps are opened at Chandel, Tameng-long and Senapati, said the memorandum.
Since opening the designated camps in Manipur violates the cease-fire ground rules, the camps should be evicted, demanded BJP.
Apart from the killing of the three Government employees, the number of persons killed since January this year has crossed 100, claimed BJP and added that the law and order situation has gone out of hand.
Moreover all Constitutional machineries have failed in the State, asserted BJP and urged the Governor to recommend imposition of President's Rule in Manipur.
The BJP also demanded that the three accused in the killing of the SDO and his men, who are now in the custody of the NSCN (IM) should be handed over to the State Government for necessary action.
The memorandum further said that the three other rescued officials should be handed over to the State authorities as they are reportedly in the custody of the Assam Rifles.
