Imphal, August 12 2009:
Decrying the Cabinet decision to deploy commandos and IRB personnel in the hill areas of Manipur, a memorandum submitted to the Chief Minister and Governor today asserted that the people have reason to suffice their stand against such decision with innumerable crime against humanity perpetrated by these security personnel ranging from extortion to killing of civilians.
The memorandum was jointly signed by the representatives of Kuki Chief Association Moreh Block, KSO Moreh Block, Kuki Women Union and Human Rights Chandel District Moreh and Hill Tribal Council Moreh.
The memorandum, while appreciating the idea of sanitising insurgency in the hill areas, expressed doubt over the State authority's decision to deploy armed personnel in the hill districts saying, The deployment of commandos and IRB personnel in the valley areas has only resulted in increasing death of innocent civilians, insurgency activities and unnecessary harassment of civilians.
Questioning the alleged undisciplined acts of security personnel in Moreh, it categorically mentioned that the deployment of IRB in Moreh in June 2007 to control communal tension had rather resulted in killing among the IRB personnel, revolting against their Commander and torching of civilian houses.
Expressing the firm stand of the people to resist the Cabinet decision, it maintained that even the Chief Minister of a State cannot dictate and run the administration of the State according to his whim in a democratic country.
Khwairamband market incident has sent a shiver down the spine, it added.
