"Operation Wahel" of the United Peoples' Party of Kangleipak (UPPK) has launched from today (May 21), a statement of the outfit stated today while elaborately putting down the details of the operation.
The statement signed by assistant secretary in-charge Khuman Laishramcha while putting down the basic objective of the operation said it will look into quality of the contract works and supply of the government departments.
If working be found not satisfied with the mode of contract or supply works, hard action will be taken up apart from looking into whether the works have been awarded to the contractors on proper channel or not.
It also put down the rules which the contractors, department and ministers concerns would follow at time of implementing the works or its related matters.
First of all the outfit will inspect the quality of the works of the contractors or goods supply by the suppliers.
Only after the checking completed, passing of bills for the works or supply can be done.
Contractors and suppliers should perform their related works in accordance with the works assigned on them and if found not following properly agreement at the time of contract or supply order, those erring contractors or suppliers will fine 5% of the estimate of the works.
Further, if same work be found awarded to another contractors or suppliers with a view to earned extra income from the public fund, all concerns will be given hard punishment, the second condition of the operation stated.
Many works which are working in wrong manners could not be done by the contractors or suppliers along without knowledge of the officials of the department concern.
So if the concern department will be fine 10 percent of work order if any contractor or supply commit any mistake in their working and supply goods.
Any of the department will not allow to issued supply or works order which are not appropriate with the nature of the work and should make at least some profit to the contractors or supplier so that they could get the benefits of the works.
CPWD norms and rate should be applied while issuing contract or supply.
Any work orders below the normal rate of the CPWD will not be allowed to issue, the statement strongly warned.
It will be better to leave by the contractors and suppliers, ministers and other concerns to do anything which will amount to loss to the people.
For the sake of better future they should do goods.
The present situation which people could not go on the road with no dust, could not get safe drinking water, power supply even for five hour in a day are the results lack of taking public interest by the ministers, officials of departments who did not performed their duties sincerely.
As a consequent of the corruption at the high level, contractors and suppliers also could not maintained works or goods quality, the statement observed adding that as ministers are also responsible for the same they should pay 10 percent of the works estimate to the outfit for the faulty works.
If the ministers failed to pay the fine imposed by them, appropriate military action will be taken up against them assuming that they are directly challenging the UPPK, it added.
It further diktat that bills pending three years of the contractors and suppliers should be cleared by financial year March/April 2010 .
UPPK will not allow taking any kind of percentage while giving contract works, supply orders.
If any body found taking percentage in the name of the UPPK, they will be given appropriate punishment apart from taking up hard action to the department which give the percentage, the statement added.
The statement finally appealed the Meira Paibis, civil society organizations and NGOs to extend co-operation to UPPK by keeping vigilant to the works taken up in their respective localities and area of operation.
