Imphal, September 09 2011:
Former Home Secretary GK Pillai, who recently voiced for replacement of AFSPA with a humane law, today said that a consensus within the Government is needed to repeal the controversial Act.
Indicating dissensions among the Ministries within the Union Government, GK Pillai said that the Government will be making all possible effort to bring about a consensus.
The former Home Secretary was speaking to reporters on the sidelines of a workshop jointly organised by Manipur Skill Development Society and Indian Council of Overseas Employment at Classic Hotel.
With regards to the ongoing blockades along the national highways, he said although highway protection is a Central Government subject, it is for the State Government to decide whether to use security forces in countering blockade supporters.
Observing that it is the common people who suffer most during blockades, Pillai also advised on bringing an amicable solution at the earliest.
On insurgency, he said like UG organisations of hill areas, major valley outfits must also come to the negotiating table in order to bring tranquillity in the State.
