At the end of the second quarter of the current financial year 2009-10, Manipur spend only 14.10 percent of the total annual plan outlay, official statement on plan expenditure at the state planning department revealed.
The approved annual plan outlay for the state of Manipur for the current financial year 2009-10 is Rs 2000 crore.
As on September 30 ending the second quarter of the financial year, Rs 281.9639 crore representing only 14.10 percent of the total outlay spend the official statement said.
With 52.60 percent expenditure state veterinary and animal husbandry department is at the top among the four departments spending the plan outlay above 40 percent.
The department spent Rs 210.40 lakh out of Rs 400 allocated in the department.
Public Works Department spent Rs 5456.27 lakhs representing 49.08 lakhs out of Rs 11117 lakhs allocated to the department.
State industries department incurred Rs 866.30 lakh out of total allocated fund of Rs 2062.08 lakh.
While state agricultural department spent Rs 511.34 lakh out of Rs 1257 lakh representing 40.68 percent.
Majority of the department below 10 percent and some of them even recorded nil expenditure as per the statement compiled by the state planning department.
The poor expenditure in the state plan outlay is due to the delay in the finalization of the state annual plan by the Planning Commission of India due to the Parliamentary elections, 2009 .
State annual plan size was finalized only in the month of August.
