'Basic philosophy of governance is peace and progress', 297 UGs killed, 1703 arrested; 340 assorted weapons recovered

Achievements of the Secular Progressive Front (SPF) government led by Chief Minister Okram Ibobi during the last two years of its second term have been made public today with the release of a booklet containing concised lists of works and progress.
The booklet entitled "Manipur�Two years of the second term of the SPF government" was released by Minister of Information and Public Relations, TN Haokip before mediapersons in the mini hall of his office chamber at the New Secretariate here.
Government Chief Whip T Mangibabu, Commissioner, DIPR P Bhorot and Director of DIPR T Sitlhou were also present at the simple function.
The booklet of achievements of the SPF government was earlier scheduled to be released, but since the notification for the general elections was issued by the Election Commission of India, it was postponed.
The booklet contains achievements made during the last two years by 37 departments of the state government.
The booklet in its introductory note says, "As done in the past regime, the basic philosophy of governance of SPF government continued to be on the path of peace and progress of the state.
In the process, the SPF government has also ushered in political stability, social harmony and socio economic development".
The booklet further says that violence caused by the activities of the various insurgent groups is an area of challenge that the government is confronting.
However, the government will be on top of the situation in the near future, it says.
In the achievements of Planning Department listed in the booklet, it is stated that the plan size of the state for annual plan 2008-09 which was fixed at Rs 1660 cr has been revised at Rs 1713.95 cr.
For the annual plan 2009-10, the state government has made proposals for Rs 2425.92 cr including Rs 800 cr under SPA.
The proposals had been submitted to the Planning Commission of India.
Under Special Plan Assistance (SPA), the Planning Department is going to take up a number of major projects.
In the achievements of Police Department, the booklet says that Manipur Police has been able to keep law and order situation under control and maintain public order though it is working in an extremely delicate security environment.
It says, 297 UGs had been killed and 1703 UGs belonging to various UG outfits were arrested while 340 assorted weapons were recovered from the UGs.
Police have recovered at least a sum of Rs 7,16,598 and 7000 Kyats from the UGs.
Under NSA, 189 persons including UGs belonging to various outfits were detained, and 31 UGs had surrendered.
As a sign of speedy progress in investigation, 1880 cases (170 charge sheets and 1710 final reports) were disposed off.
The achievements made by Department of Information and Public Relations (DIPR), include organising Multi Media Publicity Campaign in all districts of Manipur to disseminate awareness about the policies and development programmes and achievements of the government upto the grassroot level.
Apart from covering state and national and other important functions of the government by using audio and audio-visual means, the Department is making publicity materials on the policies and programmes of the government available to both print and electronic media for wide publicity.
Conducting press tours for the mediapersons inside and outside state, publishing periodicals highlighting the achievements and activities of the state government, publication of government calendar, diary, fortnightly journal Thakhaigee Chephong, quarterly journal Manipur Today and other special issues, giving annual Manipur State Journalist Award of which the cash prize has been increased to Rs 1 lakh from Rs 5,000 from the year 2008, etc.
