Dimapur, February 24 2009: Lt Col H Ningshen gave his confessional statement on February 21 to NSCN-IM.

According to reports, in his statement he claimed that he is entirely responsible for the killing of the SDO of Kasom Khullen Block, Ukhrul.

He stated that he was forced to take up the action due to the following reasons which he had cited in his statement.

He pointed out mainly three reasons for the action he has done:
1.SDO of the Kasom Khullen block deliberately failed to operate his duty from the office but rather he ran the office from his house in Imphal, at his residence.

This is entirely against the official rules and regulations and it is also against the interest of the public and the people of Ukhrul as a whole.

2.He manipulated and misappropriated the public fund and money allocated to the Kasom Khullen block for developmental scheme.

3.He was found closely associated with Naga National Liberation Army (Aleng gang) despite repeated warning from the commanding officer. It was believed that the SDO of the Kasom Khullen block was warned repeatedly for the following reason which shows he has not heeded the warning given to him, the reports said.
