Imphal, July 25 2010: The 7th State Level Debating competition of the Manipur Debating Society (MDS) was held today at Kuki Inn Imphal on the topic "Arms Forces (Special) Power Act, 1958 is the best Mechanism to Control Insurgency in North Eastern states and Jammu and Kashmir".

Debaters representing educational institutes and local clubs took part in the competition.

Altogether 46 participants supported the motion while 11 participants opposed it.

Former Director, CDC, Manipur University, Dr Y Mohendra was the speaker in the competition.

Anandkumar Naorem of Naharol Yaiphakol Club, Naorem Leikai, Kangabam Guneshwori of G P Women's College and Th James of Vale Academy secured first, second and third positions respectively in the competition which was organized under the aegis of Manipur Debating Society.

The three position holders and seven other position holders were awarded cash prizes.

Participants who opposes the motion pointed out that the Act is draconian and it fail to control insurgency rather it has aggravated insurgency movements.

The participants also alleged that under the Act security forces have been indulged in human rights violations.
