Final arguments of the ongoing inquiry set up to probe into the circumstance leading to the suicide of Jiribam girl N Sanjita Devi concluded today at the State Guest House, Sanjengthong.
Before the panel headed by Ch Upendra Singh, retired District and Session Judge, Manipur counsel on behalf of the Commission, JAC and the victim's family argued in succession.
With the conclusion of the final argument that began yesterday, the inquiry panel is all set to prepare its report and the same is likely be submitted by Feb 5, said the Commission source.
In the meantime 12 Grenadiers has declined to submit the documents pertaining to its strength located at Jiribam Railway Station, daily movement register for six months with effect from July 17 2003 before the commission.
In a written reply on the matter, the army said under the provision of the Defence Service Regulation (read with the Indian Evidence Act 1872), such documents are not in the custody of the office of the unit.
Such documents being of privileged class cannot be produced before the Commission even in sealed cover, it also said.
Notwithstanding the reply of the army, the inquiry panel however shortened the time frame from six months to three months pertaining to the daily movement (register) period with effect from September 2003.The commission asked the army to submit the same by Jan 31 saying that such documents would help preparing its report.
