The Manipur Human Rights Commission has today issued notice to the Principal Secretary (Home) asking him to submit a detailed report pertaining to the killing of the two youths allegedly by police commandos on Dec 25 last year at Poana Bazar.
It told the officials to furnish the names and other particulars of the concerned police commando team and also the information as to whether an FIR case has been registered in connection with the incident and if so, the status of the investigation with copies of the FIR and other relevant documents.
The report should be filed by Jan 22 and fixed the next date for further proceedings, it also said.
This followed a complaint petition filed by one Leihao Devi , secretary Tiddim Road All Meira Paibi Association, Kwakeithel.
The petition said the deceased Hidam John Singh 22 and Tongbram Niranjan Singh 18 were students reading in Mayai Lambi College and DAV school had been shot dead by a team of police commandos while they were travelling together in a motorcycle on Dec 25 at Paona Bazar at around 7 pm.
It contended that the two students were innocent of the allegation of the police commandos that they had connection with an underground outfit.
The petition claimed reliefs including adequate compensation.
As the complaint relates to the alleged killing of two innocent students by a team of police commandos whose duty is to protect the lives of innocent people, the rights in its proceedings stated that the matter is to be inquired into by the commission.
