KYKL elaborates charges against Prof Islamuddin

Imphal, May 30 2009: Noting that every people should feel sad over the killing of a teacher, the proscribed KYKL admitted that the outcry raised by several civil society organisations and other bodies were only natural.

But it was really unfortunate to observe that the condemnation statements issued by Meitei Pangal organisations had communal overtones and also projected KYKL as an anti-Meitei Pangal group.

A statement issued by the outfit's publicity and research secretary Lanngamba Mangang conveyed that the KYKL was shocked and amazed at the same time on reading the press statements issued by the Manipur University Muslim Students' Union (MUMSU) and the DM Colleges Muslim Students' Union which contained such sentences as "....murder of Prof Islamuddin smacked of .....belonged to a minority community and that no one would dare fight for him", "direct threat to the Muslim community", "to kill Muslim minority Muslims", "it would have been much better to drive off all Muslims from Manipur when their number was little".

Before the decision to punish Prof Islamuddin was taken, the KYKL felt no considerations that Prof Islamuddin was a Pangal, a member of minority group and that he was one of the few educated man among the educationally backward Pangals.

The outfit thought only about cleansing MU where a league of wrong-doers was being established.

Saying that the outfit was occupied with the grievous faults of Prof Islamuddin, Lanngamba said that all��Meitei Hindu, Meitei Pangal, Meitei Christian, Meitei Buddhist, Meitei atheist, are equal in the eyes of the KYKL.

They are all Kangleichas and the same enshrined in the constitution of the outfit.

"There are Meitei Pangals in the KYKL", Lanngamba mentioned.

Though symptoms of the ills afflicting MU cannot be observed from outside, the illness has percolated to the core and the situation was more critical than cancer. Saying that MU is being made a fiefdom of some people.

This group of people has taken roots in MU as a clique and has been functioning as a clique.

Only those individuals who receive patronage of the clique can get promotion or recruitment in MU.

But those not favoured by the clique have to encounter several obstacles in their line of promotion.

Saying that the clique has become immortal, the KYKL asserted that when older members retired from the clique, their places were filled up by new members, approved by the clique.

Because of this clique, corruption has evolved into a culture in MU.

Some students who have been in the university only for one/two year(s) understood that chances of getting any job in MU was bleak without blessing of the clique.

Newly appointed/posted teachers too have started looking towards the clique to secure their positions in the university.

In turn, they became faithful followers of the clique.

Subsequently, the clique is growing day by day and their corrupt activities escalating, Lanngamba said.

Saying that a bad leader may be toppled in the elections in a democracy, the outfit asked who and which mechanism would uproot the MU's clique. The KYKL's position on the issue was that the clique should be uprooted using strong measures including violence and killing, Lanngamba conveyed.

The recent issue surrounding the MUSU elections was an offshoot of the clique's conspiracy.

Had there been no such clique, the recent issue would not have taken place.

The MUSU election issue was a clear example of crossing all limits of shame in their pursuit of wrongful activities.

For the clique, it was crucial to elect their own men to the MUSU office.

They thought that their positions would come under threat in case any one, not sharing goodwill with them, got elected in MUSU elections.

It was under this belief that the clique resorted to all unfair means throwing away all senses of shame to the wind, Lanngamba asserted.

Prof Islamuddin was an important leader and a devout follower of the clique.

Claiming that Prof Islamuddin would have joined the clique with an ambition to get higher posts in MU, Lanngamba alleged that his faults were executing the conspiracy of the clique exactly while presenting himself as an upright person using sly and false tactics.

Coming to MUSU election process, the outfit observed that MUSU elections were held under MUSU constitution, convention followed from the past and the Supreme Court issued on September 22, 2006 and this was mentioned in the press clarification issued by Prof Islamuddin on May 4 .

Though it was not mentioned in MUSU constitution, election process was conducted under the aegis of the Dean of Students' Welfare as per convention.

The foremost duty of the Dean of Students' Welfare and his office was to issue identity cards to students and compilation of voters' list for hand over to the Election Committee (EC).

Prof Islamuddin started committing faults at this very first step of the election process.

Earlier, there were instances where students were given identity cards till the time election notice was issued.

But this time, issuance of identity cards to PG students was closed from March 9 though election process was initiated on April 13 and notice issued on April 15 .

The outfit asked to why issuance of identity cards was banned 35 days ahead.

This was not in convention nor had the validity to be assumed as the Dean's discretionary power.

This very act was an authentic evidence against Prof Islamuddin's malpractices in the course of the election process, the outfit asserted.

The then MUSU president came to Prof Islamuddin on April 13 to dissolve the incumbent MUSU, constitute EC and appoint RO.

Subsequently, Prof Islamuddin asked his subordinate Assistant Registrar to issue a notification after being endorsed by himself.

The Dean's engagement in compiling voters' list and his instruction to issue election notice were self-explanatory about the magnitude of his role in the election process, Lanngamba noted.

Quoting the clarification made by Prof Islamuddin in media on May 4 that he conducted the entire election process through the Assistant Registrar, the outfit also reminded about the MU Deputy Registrar K Dwijamani's press statement of April 23 which read thus "the notification for appointment of the RO of the election was notified by the office of the Dean of Students using the letter head of the assistant registrar.

The office of the assistant registrar is managed at the office of the Dean of Students' Welfare.

The office of the Dean of Students' Welfare control all the employees under the office and it is located at some distance away from the A-Block".

Soon after the election notice was issued, it became a serious issue.

The notice was issued in late afternoon of April 15, just on the eve of the polling day for Outer Manipur Parliamentary constituency for which a large number of students had already left MU.

Setting 4 pm of April 18 as the final hour to file nomination papers, only 3 days' time was provided for filing nomination papers.

Above that, an out of convention and impossible condition was added in the notice.

It made original certificates of Class XII mandatory while filing nomination papers.
