A Cabinet meeting of the Secular Progressive Front government held today decided to recommend the state Governor for summon of state Assembly which would be full budget session from June 7 next and to constitute a committee of officers to look into the devolution of power to the six District Councils which would revived its function after the ADC election is over.
SPF spokesperson, IFCD minister, N Biren briefing to the media persons after the Cabinet meeting said that the Cabinet seating of today has decided to request the Governor to summon the Assembly session from June 7 next saying that during the seating of the house, full budget for 2010-11 of the state would be tabled for passing by the house.
The number of seating and other business of the house will be decided by the Business Advisory Committee which would be held later.
The Cabinet also thoroughly discussed the delegation of power to the ADCs which would constitute in the five hill districts and Sadar Hill Autonomous District Council of Senapati district.
After a long deliberation on the powers to be delegated to the ADCs, the cabinet decided to constitute a committee of officers with state chief secretary as chairman to identify the powers to be delegated to the ADCs and the sectors which can be put under the ADCs control.
Biren said that five other officers, commissioners of finance, rural development, hills and planning would be the members of the committee.
The committee will also identify financial allocation, rural development programmes and developmental and welfare schemes under the tribal development department to the ADCs.
The report of the officer committee will be again tabled at one of the Cabinet meeting for further necessary action, he added.
The cabinet meeting also approved to the enhancement of the monthly honorarium of the home guard personnel from the existing Rs 2,599 per month to Rs 3,450.The age of superannuation of the home guard personnel will also be extended from 55 year to 59 .
The spokesperson further said that today's cabinet also decided to call a report from the Manipur Public Service Commission on the Combined Service Exam for recruitment of MCS, MPS, Junior MCS officers held in 2008 to decide whether the exam will be cancelled for conducting again or to declare the result still hold up.
The result of the exam could not be declared over a controversy on the reservation of seats for the people with disabilities, N Biren said added.
Many other agendas on the appointments and promotion were also discussed and approved by the cabinet, he informed.
