To overcome the financial crisis the State Government is set to submit a detailed report on non plan revenue gap to the 12th Finance Commission, said official source who also informed that Commission Chairman Rangarajan will arrive here next month.
Other important finance related issues to be highlighted to the Chairman include substantial grant to the State Government to tide over the problems pertaining to non-plan revenue gap, said the source.
The source also asserted that due to non-recommendation by the 11th Finance Commission that came into effect from 1999, Manipur Government had to face grave financial problems for which necessary process have been initiated to highlight the matter to the 12th Finance Commission which will come into force from the next fiscal.
Meanwhile, the Commission Chairman Rangarajan on his arrival on May 30 will have a session with State Finance Department officials to discuss all forthcoming projects for Manipur.
The Chairman is also scheduled to meet Chief Minister O Ibobi Singh, who also holds the Finance portfolio before leaving for New Delhi the next day.
In view of the Chairman's State visit, a meeting has been convened on May 5 to chalk out and fine tune issues to be raised to the Central official.
It is pertinent to mention that the cash strapped State is facing opening balance deficit amounting to Rs 593 crore in the current fiscal.
The State Government has also appraised to the Union Finance Ministry to grant the deficit amount as special loan but has failed to evoke positive response till date.
