Stressing on the importance of the HSLC and HSSLC examinations in the life of a student, the Joint Co-ordination Committee of the proscribed KYKL and UNLF has laid down a series of dos and don'ts for all concerned for the examinations scheduled to be held from February 27 to March 23. A statement signed by the Co-Convenor of the JCC, Ibochou of the UNLF and Lanngamba Mangang of the KYKL today said since the said two examinations are one of the most important phases in the life of a student, it has decided to take up a series of measures to check unfair means and cheating in the examinations.
Towards this end, the JCC announced the imposition of curfew within 30 metres of all examination centres, said the statement and added that the Joint Task Force (Human Resources) has been authorised to open fire at anyone violating the prohibitory order.
Supplying notes to the students inside the examination hall will be sternly dealt with, it said and warned all runners to stay away from the examination venue.
Moreover Thabal Chongba during the Yaoshang festival will be restricted only during the five days period of March 11 to March 15, it decreed.
However the restriction will be relaxed Cheiraoba day.
The JTF has also been authorised to shoot at sight anyone who violates the restrictions imposed on Thabal Chongba period, added the statement.
Spelling out the dos and don'ts for the said examinations, the JCC said that the Board of Secondary Education, Manipur and Council of Higher Secondary Education, Manipur should ensure that the examinations are conducted in a fair manner.
Any outcome from the two examinations should be borne by the two institutions, it added.
All OCs should shoulder the responsibility of ensuring that the examinations are conducted fairly and peacefully at their respective centres, said JCC and added the Invigilators too should bear the responsibility of ensuring that the examinations are conducted peacefully and fairly at their respective rooms.
If any student is found using unfair means or passing the notes for copying then they should be expelled from the examination hall by the Invigilators, said the JCC.
Invigilators should also shy away from helping the students or passing notes.
Students who are caught cheating by the Invigilators should not take it out on the teachers, warned the JCC and added that all students should carry along with them only the things that are necessary into the examination hall.
Any official found not dispensing with his or her duty will be penalised which will include forced retirement as well as other punishment according to the degree of their misdeed.
Students found cheating will be barred from appearing for the examination for five years, while students who attack teachers for pulling them up will be punished with a five year ban as well as bullet on the leg, said JCC.
The JCC has also appealed to all the Civil Society Organisations, the teachers as well as student organisations to contribute in making the forthcoming examinations clean and fair.
