Imphal, April 04 2010:
Integrated Check Post (ICP), Joint Action Committee (JAC), Moreh Sunday was not dissatisfied when Hills Tribal Council (HTC) allegedly back by the KNO/KNA stick to its stance in 50 percent cut from the compensation amounts given to the landowners affected by Integrated Check Post (ICP) in Moreh.
When the Deputy Commissioner of Chandel District remains silent, the JAC-ICP has also asked whether the DC have secret nexus with the Hills Tribal Council (HTC) on cutting percentage from the compensation amounts given by the government to the affected landowners.
The president of the HTC, Jangmang Haokip allegedly back by the Kuki National Organisation (KNO)/Kuki National Army (KNA) goes on with threaten, cutting 50 percent, to the members of the JAC , said a joint statement of the chairman, Semjathang Haokip and secretary Ngamjathang Lhungdim of JAC-ICP, Moreh said today.
"You (the land-owners/pattadars) are residents of Moreh, you cannot leave Moreh and must return here after collecting the compensation money wherever it is distributed, may be the capital New Delhi or under tight security.
And we must have our share of 50 percent cut", the intimation received from the HTC stated, the statement of the JAC-ICP quoted as saying.
The intimation is undeniable truth, the JAC-ICP statement revealed adding that the DC Chandel knows everything keep mum without any response, action, they alleged asking "Does DC Chandel have secret nexus with HTC President on ICP compensation percentage cut" .
It further asked on what authority, Jangmang Haokip the president of HTC boldly issued such threat openly challenging the authority of the government specially the district administration and the head of the district administration, Chandel DC while keeping silent without initiating any action against the President of the HTC till date.
Whether the DC, Chandel conspire with the President HTC is bold enough to issue such threat and warning to the land owners/pattadars, the JAC-ICP questioned.
It also alleged that all the extortion at Moreh, the border town at the international border with Myanmar is made through the HTC by the KNO/KNA, a militant group included among the Kuki militant outfits signing suspension of operation agreement with the government at the Centre and State.
They are also cutting wages of three days from the NREGS workers in Moreh area, the JAC-ICP alleged adding that job card holders are remaining silent for years without saying any words.
"The recent incidents of ICP were totally different with that of NREGS.
The ICP is acquisition of dwelling homeless and making the public homeless which compel the affected landowners to come out in the public amidst threats," the joint statement went on to say.
It may be recalled that the compensation to the landowners affected by the construction of ICP at Moreh was distributed by DC Chandel by cheque which was later collected and kept under the custody of the HTC for extortion which was later re-collected by the government under the instruction from the higher authority.
The JAC-ICP is demanding delay in the payment/distribution of compensation until the KNO/KNA be shifted/rooted out from Moreh and Chandel district permanently.
If government is not in a position to root out the KNO/KNA permanently then, the JAC-ICP urged shifting of owners/pattadars affected by the Moreh ICP is shifted to suitable place by the government as a deserving case.
