New Year's gift from Delhi PAP lifted for 1 year, sans AP, littered with riders

Ministry of Home Affairs, Government of India has lifted Protected Area Permit (PAP) from the whole of Manipur for one year under three conditions.
Visit of citizens of Afghanistan, China and Pakistan to Manipur, however, would still require prior approval of the Union Home Ministry like earlier.
According to a notification issued by Under Secretary, Home Department, Government of Manipur Priyadharshini Laishram in this connection today, the Ministry of Home Affairs, Foreigner Division has excluded the entire State of Manipur from the Protected Area regime notified under the Foreigners (Protected Areas) Orders, 1958 for a period of one year with effect from January 1, 2011 through a circular issued on December 30, 2010. As per the circular, the entire area of the State of Manipur has been excluded from the Protected Area regime under three conditions of the Ministry.
The conditions are citizens of Afghanistan, China and Pakistan and other foreign Nationals having their origin in these countries would continue to require prior approval of the Ministry of Home Affairs before their visit to the State of Manipur, citizens of Myanmar visiting the State of Manipur beyond 16 kms from the Indo-Myanmar border would continue to require prior approval of the Ministry of Home Affairs before visiting the State and all foreigners visiting Manipur would have to register themselves with the Superintendent of Police (CID/SB), Manipur who has been designated as Foreigners Registration Officer (FRO) of the State within 24 hours of their arrival.
Moreover, the circular has pointed out that foreign missionaries visiting the State of Manipur may be given 'Missionary Visas' as per the provisions of Chapter 7 of the Visa Manual.

In order to monitor the movement of foreigners in the State, FRO of the State has also been directed to established check points at entry points at Imphal Airport, Mao and Jiribam and record the details of every foreign Nationals entering Manipur like passport, visa, purpose of visit, duration of visit, date & time of arrival, date & time of departure, place of stay/accommodation well as details of local contact including telephone numbers.
