Imphal, December 02 2009:
Talks between the government and the Apunba Lup - spearheading the agitation against the Khwairamband incident - was deferred today due to the leave taken by the Apunba Lup to wait for two days.
Even as the representatives of the government and leaders of students' bodies have turned up on time today to continue the talks, the Apunba Lup leaders failed to show up.
The Lup leaders have reportedly failed to turn up on time due to a meeting among them today.
According to a reliable source, the government, student bodies and Apunba Lup were said to decide to break the deadlock today.
The meeting, however, has been deferred as the mediator of the Apunba Lup conveyed to the government to wait for two days.
Government source said, the government is deliberately discussing the demands of the Apunba Lup laid down to the government.
It sees some points as realisable while there are some which could be unachievable.
It expected that the time would come when the demands could be thrashed out after due deliberation from both sides.
The government is willing to solve the matter amicably.
However, the expectation of the government could not be materialised today as the Lup has deferred the talks, the source informed.
The next meeting is expected to take place after couple of days.
The demands of the Apunba Lup would be discussed point by point, the source further said.
The government is said to be ready to issue an order in case the mutual agreement is reached upon the demands.
Meanwhile, the meeting of the Apunba Lup and the outcome of the meeting has not been known.
Among others, the Apunba Lup has demanded the resignation of CM or he vacates the home portfolio, transfer of DGP, suspension or transfer of Imphal West SP outside the state, immediate suspension of Additional SP.
It also demanded immediate legal proceedings against the six policemen placed under suspension, to expand the one-man inquiry commission to three-men inquiry commission and modification of terms and reference of the inquiry commission, simultaneous commissioning of both judicial inquiry commission and CBI investigation.
Completion of ongoing inquiry commission within a stipulated time and written commitment in the form of cabinet decision for punishment of those indicted by the commission, firm written assurance from the government to prevent any kind of fake encounter, unconditional release of all those arrested in connection with the 23/7 incident and the agitations that followed, and to take up adequate measures for the protection of the all the witnesses so as to make them appear before the commission without fear are also included in the demands of the Apunba Lup.
