Manipur Human Rights Commission today issue notice summoning SP Imphal west, officer in-charge, police commando to appear before to the commission in person on September 29 and also asked state DGP to give reason on why no response was given to the detail report called by the commission in spite of repeated reminders and notices.
The notice summoning the SP and OC was issued under the provision of section 13 of Protection of Human Rights Act 1993 and it is the duty of the SP Imphal west to give the identities and particular of all the police witness relevant with the cases taken up by the commission with regard to the complaint lodged on July 23 Khwairamband Bazar shooting incident, said RK Rajendro, member of the MHRC.
The state human rights commission received two complaints one from Chinglensana, husband of the deceased victim Th Rabina and another from the wife of one of the injured victims, P Golmai.
The MHRC also asked the state DGP to give reason on why he failed to give response to the commission urged to furnish the information he forwarded to the then Assembly in session regarding the incident on July 23, 2009 .
The commission has sought the information on thinking that the information will definitely be useful and relevant to the subject matter of this inquiry and the appearance of the DGP himself in person will be deemed necessaryto explain by himself under the relevant provision of section 13(2) of protection of human rights acts 1993 .
Rajendro said that the commission will try its best the state government provides relief to the injured victims which they are yet to get by speeding of up the inquiry.
He also expressed disappointment on the alleged lack of cooperation from the state police department.
