KYKL own up shop owner killing

Imphal, March 26 2009: The proscribed KYKL today has claimed that the proprietor of the Janata Radio Sales and Services, Deepak Gupta was shot dead by its cadres for not paying "tax" payable to the outfit payable under "Kanglei Law" imposed to the people from outside the state.

In a statement of the outfit signed by its Deputy Secretary, Publicity and Research, Apabi Manang dispatched today to the media houses alleged that Deepak and his father Sunder Gupta has been refusing to pay the "tax" to the outfit for the last three year despite strong insistence from the outfit's side even though they are doing business staying here in the state.

As they doing business by staying here, they should give "tax" under the "Kanglei Law" to KYKL.

But Sunder and his son violated it since 2007 even though the outfit had given last warning with bomb threat and they have not intention to pay it out, the statement alleged.

KYKL has been insisted repeated to them to pay the same so as to avoid such unfortunate incident, it said adding that the outfit also don't want such incident and wanted to avoid as far as possible.

But they remained stick to their stand I not paying the tax which compelled to give Deepak capital punishment as per the "Kanglei Law".

The outfit killed Deepak to let his father Sunder knows which one, his son's life or money is valuable.

The unfortunate incident befallen to the Deepak and his family is a lesson that would be taught by the non-locals staying here and doing business and other works, the statement put down.

The outfit, in the statement reiterated its diktat that if people from outside, if wanted to stay here, they should abide by the "Kanglei Law" by paying the "tax" payable to the outfit.

Giving tax should not be avoided at any cost.

If taxes were not paid despite two or three times warning, they were will get befitting punishment as per the law.

The statement further clarified that Thoudam Shantikumar son of late Ibochouba of Kakwa Nameirakpam Leikai who was killed by the Imphal west police commandos in a merciless manner on March 24 is not its cadres and also have no link with in any way.

There is no clue that Shantikumar had link with the outfit, it said adding that he was abducted by some civil dress persons coming into a Maruti Zen at around 11.30 am of the day from near the Community Hall at Kakwa Nameirakpam Leikai was witnessed by local people.

So, it is a total lair that a man abducted from Kakwa was killed in an encounter at Tairenpokpi Maning Leikai and this has revealed that the statement of the SP Kailun through MLA Bijoy Koijam that he was a corporal of the KYKL joined in 2002. Apart from this the claimed of being serving as cadre of the outfit under army no.21225 as the armed wing of the KYKL, Meeyamgi Laanmee (MYL) has only four digit and has no five-digit.

And whether Shantikumar had availed training of the outfit could be well known by the family, relatives, friends and local people better.

SP, Kailun is considered as an efficient police officer while discharging his duty by the MYL and also respected.

But coloured by the "colonial" his behaviour has lost and started talking lie without taking any care of what would people think to his status.

This has taught a lesson how a man of integrity is "dehumanized".

The statement of the KYKL also stated that personnel of the state police commandos are the mostly affected victims of the systematical process of dehumanization indulged.

They have no more discipline at all or behave.

They can kill people for the sake of money and for getting promotion.

They handled law in their hand in whatever the manner they like.

That is why they killed people even though they are the protectors like "Sambalna hai maton chabagum".

The prevailing situation in the state is not a good one.

It is the duty of the people to prevent well in time.

By demanding compensation, ex-gratia reliefs by making JAC etc., the present trend of killing people could not be check and will not be a right one, the statement added.

There is no community in the globe who exchange life with money except here in the state.

Knowing that people here can be killed and give money in exchange, Indian government will continue killing people.

So, now time has arrived to leave the culture of taking money for killing.

"Instead let take up other means to check such killing, KYKL call the people while urging the senior citizens, intellectuals, civil organizations to take lead role the people in finding out strategy to check the invaded killing of innocent people by the security forces and police commandos.

It also asked the police commandos and persons controlling them to stop killing people for the sake of money and service promotion even though Central security forces indulge in it.

Instead of killing them after overpower or arrest, tried them under law and award the befitting punishment within the purview of the law acknowledging that there is no provision of killing people in the international law.

KYKL also cautioned that if the people cross the limit of patience, one day they will turn toward them (police commandos and security forces) asking concerns at that time who will be looser.

When this situation arrived there will be no meaning of the wealth piling and the name they earned.

It is better to stop charging a man as a member of an outlaw outfit after killing, arming them, the statement said furthering cautioning that if the revolutionaries started doing like this to them, their families, relatives with an allegation of being agent of the enemies, "you will be the victim" and suffered the same which people are suffering.

KYKL could not rule out of doing this in the near future, the statement of the outfit finally mentioned.
