All Manipur Handicapped Persons Welfare Association today honoured Padmashree award winner Laishram Nabakishore with "Father of Handcapped Persons" on the occasion of celebration of association's first foundation day.
Pensions to the handicapped persons were also distributed during the celebration which was held the community hall at Haobam Marak Lourembam Leikai.
MLA RK Anand who graced the function as chief guest stressed the need for a commitment among the representatives of the people in taking up welfare works of the people living with disabilities.
If people's representatives work with concerted effort, any scheme taken up for the welfare of this group of people will achieve its end, he said.
He asserted that due to lack of commitment and sincerely among the people's representatives, social workers like Nabakishore come out with helping hands for the handicapped people.
It is laudable on the other hand but a shameful for the people's representatives when they can do nothing for them (handicapped persons) .
It is worthy to give "Father of Handicapped Persons" to Nabakishore, Anand said adding that he has been extending help to the handicapped people with sincerity at heart.
It is not a fair one when there keep restriction that those handicapped below 75 percent disabilities could not avail benefits of the schemes meant for the handicapped persons.
Even though their disability rate is less, if they could not perform work like a normal persons, they should be provided benefits of the schemes, he observed.
The MLA announced that for his constituency (Naoriya Pakhanglakpa), he is planning to take some welfare schemes for the people living with disabilities from the next year.
He also called upon the people to extend their valuable service to the handicapped persons keeping in mind that they are also human being.
Commissioner (Social Selfare) Th Dilipkumar who presided the celebration function stressed the need for framing a policy for the handicapped persons asserting that state social department has so far no such a policy.
But there was consideration for framing the policy, he added.
However, this does not meant that no welfare programme taken up for them by the state government.
Currently, benefits of various schemes are giving to the handicapped persons certified by district and state level boards for issue of disability certificates.
Imphal west DC K Radhakumar who attended as guest of honour said that in the developed countries in Europe and other, the word "handicapped" is no more use but it has been replaced by "disability".
Respects were also shown to them when met on the way.
Talking about sympathy towards them (disabilities) will bring nothing benefit.
"We need to translate what we are to do for them," he said.
