Former Member of Parliament and MLA BD Behring submitted a memorandum to the Governor of Manipur Syed Ahmed on June 15 demanding to nominate the two seats each of the ADC from among tribal women.
Speaking to the media persons at Manipur Press Club, he said that out of 144 ADC seats only two women were elected in the recently held autonomous district councils election, one in Churachandpur and other in Sadar Hills.
The two members were Y Grace (Independent) from Mollum DCC, Churachandpur while Shila Khonghar of NPF from Kamuching DCC Sadar Hills.
Behring further said that local bodies in the valley like Panchayat and Municipal have 33 percent women reservation norms under Indian Constitution under article no.243 D (1) (2) (3) while there is no provision for women reservation under the Manipur hills areas district council act 1971 Chapter II 4 (3)."It is gender discrimination" Behring said.
He was unhappy that tribal women in the hills do not enjoy right to equality like in the valley under Panchayat and Municipal bodies and their rights to equality have been denied.
He urged the government to nominate tribal women from the unrepresented tribe for sharing equal democratic rights He also said that newly elected ADC members oath taking ceremony has to done in their respective district headquarters.
