A case in the Supreme Court on reservation of seats for physically handicapped candidates is reported to be the main reason for the delay in declaration of the results of the Manipur Civil Service Combined Competitive (MCSCC) Preliminary Examination, 2008 conducted by the Manipur Public Service Commission (MPSC).
Ten months after the preliminary examination was held on September 21 last year, the results of the examination remain undeclared till date causing much dismay among many candidates who appeared in the examination.
This has left many candidates who are confident of passing the examination confused.
According to sources, the delay in declaring the results is due to a pending case in the Supreme Court over the reservation issue for physically handicapped candidates.
But meanwhile, the career of over 6000 candidates who took the examination has been put under peril.
Sources also disclosed that the ratio for selection of candidates for the written mains examination has been put at 1:5.This has created another apprehension and disadvantage for many candidates.
The move, seen from outside, seems to be an attempt to select the most sincere and eligible candidates.
However, on closer observation, it is far from the attempts to sift eligible candidates.
There has been apprehension that the Commission is likely to select candidates who have played the blindman's bluff boldly.
There has been no negative marking in the preliminary examination where anybody can answer a number of correct responses by mere guessing.
Therefore, candidates feel that this appears to be an attempt to select few lucky candidates rather than being a step to select merit candidates.
Far from picking the candidates of merit, many believe that it will definitely give an edge to candidates who opt for the generally easy subjects.
It may be mentioned that the ratio maintained by the Union Public Service Commission (UPSC) is 1:12.Other states' public service commissions have also maintained the ratio at 1:15.It would be appreciable if the MPSC has also fixed the ratio not below 1:12 for qualifying candidates for the mains examination.
The MPSC and the state government have also been urged to declare the prelims results of the MCSCC, 2008 at the earliest time and solve the pending case of the physically handicapped candidates.
