Gauhati High Court, Imphal Bench today issued a notice of motion to the Central government, state government and CBI directing them to submit status of the investigation into the murder of SDO, Kasom Khullen Dr Th Kishan and his two co-staff allegedly by NSCN (IM) cadres after abduction.
The court issued the notice which is returnable within four weeks to the respondents, Manipur government, India government and CBI director after hearing was conducted to a Public Interest Litigation (PIL) with regard to the FIR case no.8(2)09 of Ukhrul police station related with the triple murder case registered on February 16 as well as FIR case registered with Senapati police station on February 17, this year.
A division bench of the high court comprising of Justice Maibam Binoykumar and Justice AC Upadhaya gave the ruling today after a hearing was conducted with regard to the sensitive case of triple murder.
The PIL was filed jointly by joint secretary of Kangjabi Leirak Youth Club, Sapam Sovakiran, general secretary of Youth Welfare Organisation, singjamei Mathak Thokchom Leikai, N Ruhinikumar and president of the United Development Youths Association, Uripok Deewan Leikai, S tikendrajit as petitioners.
The petitioners prayed the court to direct the government of India, government of Manipur and CBI director investigating into the case of brutal murder of three government employees to submit the investigation report to the court.
They further prayed the court to submit the report of investigation into the involvement of the suspended Ukhrul DC, Pankaj Kumar Pal and SP of the district.
Counsel of the petitioner, M Hemchandra during the hearing in the court said, the three government employees, SDO, Dr Kishan, his driver Rajen and Mandal at his office Token along with two other survivor staffer of the SDO, Kashom Khullen office went to the DC Ukhrul office at around 8 am on February 13 to attend a meeting with the DC.
After attending the meeting they left the DC office for arrangement for the visit of the works minister K Ranjit to Kasom Khullen.
He also informed the court that after they were abducted, his wife was informed of abduction of her husband by NSCN (IM) cadres by PA of the SDO, Chingai on February 16 at around 9.30 am.
After then Ukhrul police registered a case but the dead bodies of dr kishan and his staffs Rajen and Token were recovered from Taphou village of Senapati district.
Senapati police registered a case on the recovery of the dead bodies, he said in the court.
Manipur government issued order constituting an enquiry committee to investigate into the case.
Later Manipur government issued an order again for handing over the case to CBI.
The notification has been intimated to the CBI director.
But even after a month and 19 days has passed, the progress report of the case investigation could not know.
Apart from this, there were no report of investigation against the victims and accused sides.
The respondent of the case were Manipur Chief Secretary, additional chief secretary (home), DGP, Ukhrul DC and SP Ukhrul district.
