Even though the proposed visit of Prime Minister Manmohan Singh is yet to be officially confirmed, the State Government has started the spade work to review the important projects/schemes for which the PM may be requested to initiate or lay the foundation stones of such projects.
The Prime Minister visit, that is if the invitation by the State is accepted, is likely to fall in the latter part of the second week of November.
Talking to The Sangai Express, a reliable source said that a meeting was convened by Chief Minister O Ibobi on October 3 wherein officials were instructed to review the projects/schemes which may be taken to the notice of the Prime Minister.
Once the schemes or projects are identified, then the Prime Minister may be requested to sanction the necessary package, said the source and added that the Commissioner Planning has been entrusted with the task of preparing a co-ordinated package in consultation with other departments.
The meeting also discussed the Loktak Down Stream Project and the possibility of asking the PM to sanction a package and lay the foundation stone, said the source.
Development of infrastructure for hill district headquarters, ADC/SDO offices (clubbing of offices in one complex where proper security could be provided and building the residences in one complex), development of Kangla complex were also discussed with an eye on the possible visit of the PM.
The Art and Culture Department and MAHUD will co-ordinate and ensure that a project report on Kangla is ready by November 15, said the source further.
The Prime Minister may also be requested to provide a balance fund for Imphal Sewerage project and the PHED has been asked to prepare a report on this.
Some key projects which the State Government has identified for the Prime Minister to lay the foundation stone include a Sports Academy and the Youth Affairs and Sports has been asked to identify the land where it can come up.
YAS will also intimate a draft proposal of the CM to the DONER Minister with a copy to be sent to the Minister of the State to the PMO, Prithiviraj Chauhan.
On the Capitol complex for which foundation stone was laid by the Prime Minister in November last year, the PWD has been asked to start the construction work of the Assembly component of the complex by November 15.The land for the High Court and Secretariat should also be cleared by all the departments concerned before October 30.The Commissioner of MAHUD has also been asked to co-ordinate with the NBCC and ensure that the BT road fly over is completed by November 15 this year.
There should be no excuse over this, said the Government.
The MAHUD has also been asked to study whether funds can be sanctioned for the proposed Keishampat fly over.
With adequate funds being provided to MU and with the possibility that it will be converted to a Central university within month, the Government has decided that the construction work of various projects inside MU should be completed soon so that the foundation stone laying of the projects may be conducted by November 15 this year.
The Government noted that the construction works for which funds have been released include a Computer Centre Complex, hostels, boundary walls, building for a Manipur Institute of Technology etc.
