Hours after appointing Justice (Retd) PG agarwal of the gauhati High Court, to head the investigation into the July 23 BT Road firing, the State Government has reportedly intimated the Retd Justice to make himself available here to begin the investigation at the earliest.
For expeditious commencement of the investigation, Government of Manipur is said to have officially written to the Justice for his presence in the State.
In view of the Cabinet decision to order a Judicial Inquiry into the alleged stage managed killing by some police commandos, that claimed the lives of two and injured five others, an order issued by the Home Department today also annulled the previous order of Imphal West District Magistrate announcing a Magisterial Inquiry.
Justice (Retd) PG Agarwal was yesterday appointed to preside a one man Commission of Inquiry to ascertain circumstances leading to the firing incident in which Chungkham Sanjit Meitei (22) of Khurai Sajor Leikai and Thokchom Rabina Devi (22) were killed.
The inquiry will also cover injuries suffered by Wangkheirakpam Gitarani Devi (40) w/o (L) W Nongyai alias Nongyaijao Singh of Tendongyang, Golmei Mangal Rongmei (59) s/o G Lemba Rongmei of Mahakabui Nameihing keithelmanbi (New Cachar road), Ningthoujam Kishorani Devi (43) w/o N Raghumani Singh of Narankonjin, Pangambam Lukhoi Singh (30) s/o (L) P Pakchao Singh of Heingang Makha Leikai and Kangabam Subhachandra Singh (40) s/o K Shamungou Singh of Kha Potsangbam.
apart from the Home Department order enlisting facts and circumstances leading to the incident of firing and death of the two persons, as well as bullet injuries sustained by five others, as terms of reference of the Commission, it also sought recommendation of the probe panel to prevent recurrence of such incident in future.
Moreover, the Commission has been notified to submit its report to the State Government within a period of two months from the date of issue of the notification (august 27) .
The headquarters of the Commission will be at Imphal.
