In connection with the incident of abduction and subsequent killing of Dr Kishan, Rajen and Token, father of Dr Kishan has filed a private petition to the Chief Judicial Magistrate of Ukhrul praying for registering an FIR against then Deputy Commissioner of Ukhrul district Pankaj Kumar Pal.
Acting on the private petition filed by Thingnam Surendra, father of (late) Dr Kishan who was the SDO of Kasom Khullen when he was killed, Chief Judicial Magistrate of Ukhrul has given directive to the OC of Ukhrul to register an FIR against Pankaj Kumar Pal.
The private petition was filed on October 13 under the supervision of senior Advocate Khaidem Mani and with the assistance of Advocates Y Devadutta and L Anand.
Addressing a press conference at his residence today, Senior Advocate Khaidem Mani explained that the case has been filed against the then Deputy Commissioner of Ukhrul district Pankaj Kumar Pal in connection with the incident of abducting Dr Kishan, Rajen and Token by unidentified armed persons from within the office complex of the Deputy Commissioner of Ukhrul on February 13 this year.
bodies of all three were recovered from Taphou Kuki village in Senapati district four days after.
Section 119, 302 and 120-B of IPC have been evoked in filing the case against Pankaj Kumar Pal who had been subsequently placed under suspension for his failure of taking up necessary action inspite of the fact that his three sub-ordinate staff have been abducted from within his office complex.
Following the petition, Chief Judicial Magistrate of Ukhrul has given directive to the OC Ukhrul for registering an FIR case against Pankaj Kumar Pal, Khaidem Mani said, while expressing hope that the OC Ukhrul would do the needful on the directive of the Chief Judicial Magistrate.
However, in case the OC Ukhrul do not register an FIR and start an investigation against Pankaj Kumar Pal, then further necessary case would be filed, Mani added.
Thingnam Roshan, younger brother of late Dr Kishan who was also present during the press conference categorically asserted that former Deputy Commissioner of Ukhrul district Pankaj Kumar Pal was involved in the killing of Dr Kishan and his two sub-ordinate staff, namely driver Aribam Rajen and Revenue Mandal Yumnam Token.
After the subsequent suspension of Pankaj Kumar Pal, Govt of Manipur has not provided any information on what action had been initiated against him and where is he now inspite of filing application under Right to Information Act, he disclosed.
The private petition has been filed as the CBI which is investigating into the incident has not been able take up any action against Pankaj Kumar Pal.
Thingnam Surendra, father of late Dr Kishan; S Tikendrajit who is the chairperson of the JAC formed in protest of the triple killing and its convenor Brojen Chingakham were also present during the press conference.
