Imphal, July 14 2009: The state guest house, mean for lodging VIPs of the state as well as coming from outside the state, has been converted into quarters of the officers and head of departments of the state government.

With regard to the conversion of the guest house which was constructed in 1983 for lodging VIPs of state and coming from outside into quarters of the officers and HOD, a source informed Hueiyen Lanpao that it was converted with the knowledge of the state chief minister.

The guest house is running under the state general administrative department (GAD).

Source also said that some of the officers have been staying in the guest house for the last more than five years.

As the lodging charges are provided by themselves and by the department concerned, there were no due in the payment of the rent.

But, the rules of the guest house which disallowing staying not more than seven days framed by the state government have been violated by the chief minister himself.

The guest house has 29 rooms for providing accommodation to VIPs for seven days.

The VIP room no.1 has been occupied by Commissioner, Works, R Muivah since September 8, 2008.The room no.2 is currently occupied by K Mosesh Chalai from October 1, 2008.Room no.3 is being occupying by education commissioner Santu singh from May 7, 2008, room no.4 by secretary to CM RK Singh from September 1, 2008, room no.5 by chief conservator of forest, Ballak Prashad since October 27, 2007 and room no.6 by DJ N Anand (IFS) since from the August 27, 2006 and roon no.7 by principal secretary agriculture, O Nabakishore since December 16, 2008, source said.

Apart from this, ordinary rooms are occupying by the officers and head of departments of government department who have been under threats from the undergrounds for not paying huge monetary demand served by them.

Some rooms are jointly occupying by two officers.

Above this, having no vacant rooms, officers are even occupying canteen and dinning halls of the guest house.

Among the officer staying at the dinning hall, managing director of MANIDCO included.

Once provided fresh and delicious foods by running restaurant, the same has been suspended as it has been converted into lodging rooms.

The cleanliness of the rooms have also no more as officers who are staying for a long times have prepared food for themselves in the small rooms, they are staying.

In a state, a guest house is a must but for the state, the same is no more.

The talk of locating the guest house at a proper place at security point of view and other angles as well is no more.

For the long time, state has not able to provide a room to a VIP coming from outside the state.

How must the law and order situation has been deteriorated can be observed by the fact that even though there is no space, officers of the government continued applying for room in the guest house.
