House hurt by police assault on staff

Imphal, March 11 2011:
Three staff members of the Assembly Secretariat on duty were assaulted by police commandos on duty at Khoyathong traffic point yesterday.
The Speaker noted the matter seriously and asked the Privilege Committee of the Assembly for action to be taken.
Three grade-IV staff, Ngasepam Sanajaoba, Thoudam Ibobi and Oinam Joyjit, who came back after delivering an official document to the joint director of MPSC were assaulted by police commandos yesterday around 1 pm.
Senior member O Joy brought up the matter in the floor of the House after the House passed the motion of thanks to the Governor's address given on the first day of the ongoing budget session.
He brought the matter on the strength of rule 336 (2) of the Conduct of Assembly.
Joy said that the staff members of the Assembly Secretariat are to get the same privilege which is enjoyed by the members of the House during the Assembly session under the rule 336 (2) .
If staff members are deprived of it, it will hurt the sovereignty and immunity House.
The act of the police personnel was tantamount to breaking down the decency and decorum of the House.
Joy alleged that police personnel assaulted them even after the three staff members produced their identity cards.
Police also damaged the vehicle the three staff members were utlising.
O Joy said appropriate action should be taken up against the police personnel.
Agreeing with the observation made by the member, Speaker, I Hemochandra announced the House that the matter has been handed over to the Privilege Committee of the House to be looked into and to recommend action that can be taken up by the House against the police personnel if their acts hurt the privilege of the House.
The Manipur Legislative Assembly Secretariat Employees' Association has also submitted a representation to the Assembly secretary urging him to take up appropriate action against the police commando personnel involved in the assault.
