As the financial position of the third stint of O Ibobi led Congress Government has become very weak, situation in some Government Departments have become so acute that even cartridges for computer printers could not be changed in time.
After fiscal year started with a huge deficit of around Rs 400 crore, the Departments are currently facing lots of inconveniences with exception to payment of employees' salaries, a reliable source said.
There are Departments which cannot not even change cartridges of computer printers and bear the expenses of fuel charges of vehicles, the source added.
Although, various measures have already been taken up to deal with the financial blues, the Government is currently putting a hold on release of fund.
As such, there are even Departments where the staff spend money from their pockets for urgent official works, the source said.
Of the total amount spent in the payment of State Government employees' salary, 32 percent was expended in Manipur Police Department's salary.
Informing that over Rs 240 crore was spent in the payment of employees' salary of Manipur Police Department in 2009, the source said, the amount is likely to get doubled this fiscal year.
As the State Government is planning to clear the salaries for November and December amounting Rs 440 crore to 78,000 employees before Christmas, the financial position is likely to get worsened further next year.
