Dumping mud in canal cause for water retention

Imphal, June 29 2010:
One basic reason for the failure of the flood water to flow out from Lamphelpat area, even after water level of Nambul river has receded considerably, is the practise of dumping earth in the bed of Samusang canal.
These mounds of earth impeding water flow along Samusang canal were dug out for construction of a retaining wall by the Works Department.
On the other hand, pumping out of water from the flooded Lamphelpat areas has been suspended due to unavailability of diesel to operate the waterpumps.

Field assessment conducted by this reporter confirmed that water could not be drained out from Lamphelpat due to mounds of earth dug out to construct a retaining wall along the road leading to Chorus Repertory Theatre.
But the dug out earth dumped in the bed of Samusang canal was not removed, thereby impeding water flow along the canal.
With the water flow impeded, residential houses and offices located in Samusang area of Lamphelpat remain inundated till today.
As their houses remained under water, many people have been putting up at makeshift tents on road sides.
In addition to the natural drainage through Samusang canal, Irrigation and Flood Control Dept were using four electric powered generators and six diesel operated water-pumps to drain out flood water from Lamphelpat.
However, the water-pumps have been put off since June 27 due to unavailability of diesel.
Only the electric powered generators have been working, said an official of IFCD stationed at Samusang.
With rubbish and waste materials like plastic scattered all around, water pumps could not operate smoothly as the intake pipes were often blocked by these materials.
Absence of gasket on the shutters of Samusang culvert, water from Nambul river gushed towards Lamphelpat as and when water level of Nambul rose.
Moreover, the culvert itself has developed cracks.
The affected people who have been taking shelter in makeshift tents alongside Lamphel DC road said that they have been facing serious problem of safe drinking water.
There has been no substantial relief from the Govt till date, they lamented.
