State Assembly today unanimously resolved to press the Centre to arrest three NSCN(IM) cadres allegedly behind the murder of SDO Kasom Khullen, Dr Kishan and his two subordinate staff, Token and Rajen and hand over to the state government.
The House also passed a resolution condemning the brutal murder of the government employees by the cadres of an underground outfit maintaining cease fire with the government of India.
The motion for discussion of the government employee murder case moved to the House to discus during the short discussion hour was discussed as general discussion after members from both the ruling and opposition bench agreed to the proposal of the leader of the House, the chief minister moved to convert it into general discussion and passed the resolution to press the Centre for taking initiative in taking custody of the alleged culprits.
After hearing the deliberations and observations made by the members of the House, Ibobi in reply to the observations admitted that people wanted to know the role of the DC Ukhrul, Pankaj Kumar Pal who has been placed under suspension in connection with the murder incident.
The SP of the district also suspended from his service for deliration while discharging duty.
He said, there have strong pressure from the Centre on the suspension of them stating that suspending them before finding out their faults will not be a right step but state government justified its decision stating that they have been placed under suspension for negligence in discharging their duties and not for their involvement in the case.
The statements of the two suspended officials have been taken during the course of investigation into the case and those found guilty in the crime will be punished.
It only matter of time, he said reiterating that those found guilty in the commission of the crime will not spared.
He also said that government has decided to hand over the case to the Central investigative agency, CBI only to find out the truth behind the murder and deliver justice.
The three other employees who were kidnapped with the SDO, Dr Kishan are still in the custody of the police.
The statements of the trio revealed during the interrogation have been recorded and it will not be a right one to disclose it for the time being, Ibobi added.
But, the finding will be made public at appropriate time, he assured the House.
The counter insurgency operations in the state are equally conducting in both hills and valley areas.
There is no question of conducting in more intensified way in the valley and relaxing in the hill areas, the chief minister clarified.
No designated camps of the NSCN(IM) allowed opening in the state and during the Assam Rifles-NSCN(IM) stand-off at Siroy village over the question of camping by the cadres of the outfit.
But when the state government gave strong warning of striking, finally the cadres move away, he informed the House.
Before the stand-off was come to light, government has no knowledge of camping cadres there, he said.
The chief minister also said the House that Kuki militants included in signing the SoO will not allow moving away and stay anywhere other than designated camps open for them.
The general discussion motion was moved by the opposition members O Joy of the Manipur Peoples' Party (MPP) on the floor of the House and supported by other opposition members including opposition leader Radhabinod Koijam of the Nationalist Congress Party (NCP).
The chief minister also stated that the government is not against the lifting of the Armed Forces Special Powers act (AFSPA) from some section of valley area but that it was imposed only to control the deteriorating law and order due to the activities of militants.
