An arrest warrant has been issued for Imphal East Superintendent of Police for his failure to furnish an inquiry report of a case related with the controversy that arose in the regularization of service of an Anganwadi worker.
Justice Tayenjam Nandakumar of Gauhati High Court, Imphal Bench issued the warrant of arrest of the SP.
While issuing the order, it was also mentioned that he can obtain bail with two surety bonds of Rs one lakh each.
The court also directed state DGP to execute the order of the court in which the action taken report is to be submitted to the same court on December 13 .
In 2002, Mani Begum filed a writ petition to the Gauhati High Court, Imphal Bench with a prayer to direct the authority concerned of the state government for regularization of her service.
After hearing to her petition was conducted, the court directed the authority to submit a counter affidavit in response to the petition.
Mani Begum, of Kiyamgei Muslim Leikai, Imphal East district, filed the petition to the high court through her counsel M Hungyo.
In the counter affidavit submitted by the authority of the state government, they stated that Mani Begum had resigned from her service.
A resignation letter of Mani Begum and acceptance given by the authority were also attached with the affidavit.
In the affidavit, it was also mentioned that after accepting her resignation, another person was already appointed in her place.
Unsatisfied with the affidavit of the government and alleging that she had not submitted the resignation paper, and that the signature in the resignation letter was a forged one, Mani Begum filed a second writ petition to the same court.
After admitting the second writ petition of Mani Begum, the high court directed the Imphal East SP to conduct an inquiry into the matter and submit a report to the court.
However, the SP had failed to submit any report regarding the conduct of the inquiry.
The court in a hearing to the case on November 24 ordered the Imphal East SP to appear in the court on November 26 and give a statement regarding the finding of inquiry as directed by the court .
However, the SP failed to appear in the court as he was out of station.
Government advocate informed the court of the absence of the SP as was intimated by the additional SP of the district.
