In connection with shooting and injuring one Thokchom Ranjit, a Chemistry student of Manipur University by police commandos on May 14 last year on Kongba road , the Gauhati High Court has issued a rule nisi asking the State respondents to give their replies within six weeks.
The rule nisi was issued by Justice Asok Potsangbam of Gauhati High Court, Imphal Bench yesterday after hearing the appeal of the victim who is also the petitioner.
Thokchom Ranjit of Kongpal Kongkham Leikai, in his petition, said that he could not make full recovery even after a huge amount has been spent for treatment in different hospitals.
Though Ranjit submitted an application to the Principal Secretary (Home) on September 3 last demanding compensation and initiation of fitting action against the erring commando personnel, the positive response was forthcoming.
Because of the injury caused to him, Ranjit could not appear his MSc 2nd semester examination held on May 23 last year.
Nevertheless, the petition mentioned that one commando personnel was arrested in connection with the shooting incident and later remanded to judicial custody.
The State respondents listed in the case are the Principal Secretary (Home), the DGP and the Imphal East SP.
Advocate Meihoubam Rakesh, director of the Manipur unit of Human Rights Law Network appeared for the petitioner.
