An executive meeting of the All Manipur State Employees Council (AMSEC) held today at its office premises discussed at length the implications of the State Government orders issued on May 2 and May 19 this year with respect to work charge, muster roll and casual employees, informed a press release issued by AMSEC.
After taking into consideration of the implications of the Government orders, particularly the grievous consequences likely to be faced by those workers who have been in service for more than 15/20 years, the Council agreed that these employees have the right to be regularised.
Work charge employees who have been rendering service for 240 days a year have the right to be regularised under Civil Service Rules and others related Act and Rules.
Under similar criteria, those who are on muster roll and casual basis for more than 10 years ought to be given the benefit of work charge category.
In the same fashion, the work charge employees should also get similar facilities of being absorbed on regular basis.
These facts have been substantiated by the para 44 of Justice Uma Devi of the Supreme Court of India, asserted AMSEC.
Citing all these conditions, AMSEC maintained that no employees/workers (work charge, casual, muster roll) should be removed from their respective positions.
It further appealed to the Government to regularise the service of these employees/workers so that they can contribute more to the welfare of the State.
