Imphal, August 26 2009:
Taking serious note of the degrading moral, indiscipline and haughtiness of the state forces, the Ethno Heritage Council has suggested ten points to make them a disciplined force.
A press release issued by Ethno Heritage Council (HERICOUN) observed that the state forces have reversed their primary duty of protecting the lives and properties of people.
Rather they have turned against the civil populace and have evolved into agents of threat.
There have been several instances where security personnel were found involved in extortion, bomb attacks at hospitals and oil pumps, murder, robbery, ill-treatment of women etc.
Such incidents have testified that the state forces are too corrupted and devoid of any morality.
To make the state police and IRB a disciplined and people friendly force, Hericoun suggested recruitment of security personnel purely on merit basis and making the recruitment board clean and corruption free.
Imparting classes on morality and police-public relations during training, participation of police officers in public functions and observance of police-public relationship day.
Ethno Heritage Council (HERICOUN) also suggested putting up sign-boards displaying guidelines on maintain cordial relationship between police and public.
Other suggestions include non-politicisation of Home Department, provision of possible assistance to people residing in remote areas by Home Department, publication of the achievements of State force in mass media etc.
