The Annual Plan for Manipur for the year 2007-08 was finalised at Rs 1374.31 crores this afternoon during a meeting between the Deputy Chairman of the Planning Commission Montek Singh Ahluwalia and Manipur Chief Minister O Ibobi Singh held at Yojana Bhawan here.
Irrigation and Flood Control Minister Phungzathang Tonsing, Information Minister TN Haokip, Rural Development and Panchayati Raj Minister Md Alauddin Khan, Principal Secretary (Planning) DV Singh and the Director (Planning) K Mangi Singh attended the meeting.

The Deputy Chairman of the Planning Commission said the utilization of outlay for Manipur had improved and such efforts should continue to maintain the trend.
He also stated that the Planning Commission would consider further enhancing the Plan size if utilization on major projects was found satisfactory during the course of the year.
Singh also suggested that the State Government closely monitor and ensure timely utilization of funds being provided under the special package announced by Prime Minister Dr Manmohan Singh during his visit to Manipur in November 2004.While complimenting the State of Manipur for substantial improvement in health sector, Ahluwalia drew the attention to the need for more awareness about HIV/AIDS and economic empowerment of women.
The Deputy Chairman stressed the need for paying attention to high gender gap in literacy, to minor irrigation and water harvesting programme.
Chief Minister O Ibobi stated that health, education and irrigation would get priority in the Eleventh Plan period.
Informing that the State Development Report would be finalized by the middle of the coming April, he said its recommendations would be reflected in the Plan document.
The Chief Minister informed the meeting that power sector reforms were being initiated and rain water harvesting had been made compulsory for all Government buildings.
