Even after the extension given for one month to finalise the preparation of the Manipur Government Employee List (MGEL), the process is far from complete as the School Education Department and the Revenue Department have been falling behind in providing the exact figure of their respective employees.
Disclosing this to The Sangai Express, a reliable source said that even after the Finance Department
had given one-month extension for finalising the MGEL being prepared by the State Government in collaboration with the National Informatic Centre (NIC), the same has not been completed as the School Education Department and the Revenue Department could not provide the exact figure of their employees.
Out of the total 220 DDOs employed, the Education Department has provided the details of only half of them so far to the Finance Department and nothing is known of the remaining other half, the source said.
The main reason for the failure of the School Education Department to come up with the details and the exact figure of its employees is due to the fact that many of the employees are not discharging their duties at their respective place of posting.
Although the post creation is that of the hill area, the teachers are remaining at the schools located in the valley area as against the actual sanctioned posts.
Over and above this, even if the rationalisation of the posting and transfer of the teachers had been effected during the time of Francis Ngajokpa as the Education Minister, there are still some schools in Imphal area where the number of teachers either outnumber that of the students or the teacher-student ratio is almost equal, the source disclosed.
On the other hand, Revenue Department has not been able to furnish the exact figure and details of its employees as there are many cases wherein the post creation is for some other places but the employees are discharging their duty as SDC/SDO in-charge in some other districts, the source further disclosed.
It may be noted that the Finance Department laid down certain conditions for disbursing the monthly salary to those employees whose particulars are not yet clear in the MGEL.
Earlier, the Department had put a blanket ban on releasing the salaries of such employees.
