In a glaring contradiction of figures reflecting the volatile law and order situation prevailing in the State, 45 percent of the killings in the entire North East region is recorded in Manipur alone even though it constitutes less than 10 percent of the total population.
According to a statement issued by spokesperson of the dissident MLAs camping at Delhi Y Surchandra, random killings have become a daily affair in Manipur.
The law and order situation has deteriorated to the extreme under the Chief Ministership of O Ibobi, the bureaucrat turned politician alleged in the statement emailed to media establishments today.
Under the very nose of the Secular Progressive Front (SPF) Government led by O Ibobi, there have been bomb attacks even at official quarters of Ministers, MLAs and officers located at high security zones within the State capital limit.
The people are pre-occupied with the fear of abductions, killings, extortions, bomb explosions, threats and intimidations.
Under such an insecure atmosphere, all Government officials dealing with State funds and projects have been incapacitated to discharge their duty in any manner.
Faced with the threat of abduction, killing or firing attack any time at their homes, numerous State Government officials are taking shelter at the State Guest House, Sanjenthong, Imphal, the only guest house run by the State.
At present, the Guest House is fully occupied with such officers, the kakching AC legislator highlighted.
"Chief Minister O Ibobi is running the Government under the diktats of underground organisations.
Contract works are being allotted to contractors sponsored by UG groups under a tacit understanding with Chief Minister Ibobi and his Ministerial colleagues, it asserted.
On the other hand, apart from his hollow proclamations that doors are wide open for negotiations with underground groups, O Ibobi has done nothing concrete to initiate talks with any of the insurgent groups.
The dissident MLAs further accused the Chief Minister that recent police raids at the official quarters of some MLAs were conducted to cover up his nexus with insurgent groups.
With law and order fallen to the nadir, the people of Manipur are gripped in a condition of total anarchy and lawlessness, it asserted.
Till October this year, 126 innocent people have been killed in various violent activities including 40 bomb blasts, mentioned the statement that also detailed numerous other incidents.
Meanwhile, the dissident MLAs called on the External Affairs Minister Pranab Mukherjee at about 8 tonight and briefed him in detail about the increasing dissent among CLP members against Chief Minister O Ibobi, conveyed Surchandra.
