Subject : Rejoinder to DC, Churachandpur & Appeal. Regarding : Follow-up of vide TSA/CCP/F-3/06-1 dated the 15th June, 2015.

Respected Sir,

TSA Churachandpur hereby clarifies the reply letter of Shri Lunminthang Haokip, District Commissioner (DC), Churachandpur, Manipur vide DC(CCP)/Estt-web/2013/205 dated the 16th June, 2015 in regard to using public domain in district official website.

1. The allegation of TSA Churachandpur by DC, Churachandpur as premature and uncalled for is so shameful for him. The accusing of TSA as non-enquiring and non-ascertaining as pre-mature is a sign of his incompetence to be a district administrator because the people, living in the districts since time immemorial, are much more aware of the history and functioning of DC’s than him, and cannot be underestimated.

2. TSA Churachandpur was happy to learn about the completion of official website of District Administration and also lauded the then Deputy Commissioner, Ms. Jacintha Lazarus, for her untiring efforts to propagate information related to the district via website, which was officially launched on 26 January, 2014 on the eve of Indian Republic Day by the DC (The Sangai Express: 27 January, 2014 as enclosure - I). However, the manipulation of the district’s original name in the website (www.ccpurdistrict.com) could not be tolerated by the people of Churachandpur and as such TSA Churachandpur submitted a memorandum (enclosed as enclosure – II) on 17 Feb., 2014 for rectification. Jacintha Lazarus, DC had promised and assured that correction will be done as soon as possible.

3. As she got a transfer order as DC, Senapati, on 20th February, 2014, a new vibrant All India Officer Shri. PK Jha, IAS took over the charge as DC, Churachandpur on March 1, 2014. We have followed-up the memorandum to Shri PK Jha, who asserted that all government website MUST be hosted in ‘nic.in’ or ‘gov.in’ domains. “And if not, is unofficial”, he added. He also said that nothing can be done from his part as it is unofficial and was not aware of it. However, he assured us that remedial action should be taken regarding the manipulation of the factual history. No updating was done by PK Jha during his tenure till his transfer order became effective on 14th October, 2014, after which Shri Lunminthang Haokip took the charge as Deputy Commissioner, Churachandpur.

4. Shri Lunminthang Haokip updated the DC’s Message (enclosure – III) in the website rapidly right after taking the charge as the Deputy Commissioner. This is in sharp contradiction to his own statement “no updating of records and data etc has been done and was also kept stagnant waiting for approval of the government” in point No. 2 of his reply letter. Clearly, he made a false statement in the rejoinder to the Secretary, DARPG, Govt. of India dated 16 June, 2015, and this clearly is an act of dishonesty by a government official who is supposed to be of a good example to the community.

5. The website hosted in public domain was not a trial version though claimed by the DC. It was, in fact, an official hosting/design. The fact that Shri Lunminthang Haokip was not aware of ccpurdistrict.com website being officially inaugurated on the eve of Republic Day, 2014 by Ms. Jacintha Lazarus, the then DC, only manifests his ignorance, old-fashioned nature and negligence.

6. “There is nothing to wait and get approval from the government in this website matters, the Deputy Commissioner is the head of the department, so, his authorization for the hosting is final and the entire works can be completed within a week from the day of sending the authorization letter to NIC”, said Shri Nagesh Shastri, Scientist-G, and State Coordinator, Manipur, National Informatics Centre(NIC) in a telephonic conversation. He was also shocked about the DC that even after 5 Years of implementation of the guidelines he (DC) still encouraged hosting the website in public domain. Thus, Shri Lunminthang Haokip, DC proves himself as being an unfit and incompetent administrator for poor knowledge in government’s protocol, yet he still tries to justify his wrongdoings.

7. As stated by Shri Nagesh Shastri, it is not the private firms who are to apply, but the district administration for hosting a govt. website in nic.in or gov.in. This also reflects his lack of understanding in the government’s policy and guidelines. His claim of procedural formality is also absolutely against the guidelines.

8. TSA Churachandpur would also like to clarify the statement of Shri Lunminthang Haokip in his press release published in Hills Today dated 23rd June, 2015, that, a domain ccpur.gov.in was created on 9th April, 2015 is wrong but was registered/created only on 24-Apr-2015 11:11:51 UTC (Enclosure – IV). Also his statement that the website ccpur.gov.in was live/viewable from 30th April, 2015 is still under construction till today (24th June, 2015) (Enclosure V). A false claim statement issued by the DC is unethical and unacceptable.

9. Also, the former Deputy Commissioner, Ms. Jacintha Lazarus had created/registered the domain by name “churachandpur.gov.in” dated 16-Dec-2009 07:42:23 UTC (Enclosure – VI). It is not necessary to re-register again in a confusing and improper abbreviation such as “ccpur.gov.in”, when it was already registered in the year 2009 as “churachandpur.gov.in”.

10. If DARPG is not in a position to take appropriate actions against Shri Lunminthang Haokip, IAS as per guidelines and rules adopted by DARPG, TSA Churachandpur would then feel constrained to consider taking up legal steps as a remedial measure.

11. We also appeal the State Coordinator, Manipur, National Informatics Centre (NIC), Govt. of India to kindly provide an able/eligible Engineer, who can perform web design works like the other districts (Ukhrul, Bishnupur, Imphal West, Chandel, Imphal East, etc.) have (Enclosure – VII). This would be in line with the Govt. of India’s vision of recruiting hundreds of Scientists in NIC to develop and ensure the technology based dissemination of any information related to public concern.

12. Lastly, we also appeal Shri PC Lawmkunga, Chief Secretary, Govt. of Manipur and Shri Ashok Kumar, Special Secretary, IT, Govt. of Manipur to kindly look into the matter promptly. TSA Churachandpur believes the community does not need such an incompetent, old-fashioned and irresponsible bureaucrat as the chief administrator for the State’s second largest district.
