Regarding setting up of Private University in Manipur

Honorable Sir,

Your kind attention is drawn towards our proposal submitted to the Govt. of Manipur vide letter No. MBU/Est.Univ./2012/3321-22 dated 29.10.2012 and subsequently request for withdrawal of said proposal vide letter No. MBU/Est.Univ./2015/52-26 dated 13.02.2015. Further, there is a press report published in the newspaper in Manipur on 21.02.2015 in Sangai Express & Imphal Free Press. In this news, it has been published that “Sangai International University would be set up and run by a registered trust called Research and Gyan for Noble Upliftment”. The trust is already running two Universities in India; Manav Bharti University at Solan, Himachal Pradesh and Madhav University near Mount Abu, Rajasthan.

In this connection, it is intimated that Mr. Dipesh Mishra was coordinating to help Manav Bharti Charitable Trust in the establishment of a State Private University in Manipur. Instead of taking up the proposal with the Manipur Government, he got registered a separate Trust named as “Research and Gyan for Noble Upliftment”. As published in the press, two Universities named Manav Bharti University at Solan, Himachal Pradesh and Madhav University near Mount Abu, Rajasthan, and these two Universities are running under the sponsorship of “Research and Gyan for Noble Upliftment” where as these universities are run under the aegis of Manav Bharti Charitable Trust registered at Solan (H.P.)

Mr. Dipesh Mishra had to assist the Manav Bharti Charitable Trust to establish a university in the state of Manipur but, he established another trust without any intimation to us by using mal practices. In submitting the false information by changing the name of sponsoring body as “Research and Gyan for Noble Upliftment” in stead of Manav Charitable Trust, he has deceived the Govt. of Manipur and our Management. Perhaps he might have tried to establish University under the sponsorship of “Research and Gyan for Noble Upliftment” with the same proposal by using mal practices. To the best of our knowledge he has no experience in the field of education and also financially week in the establishment of such a big institution for higher education.

In view of above, your honour is requested to look into this matter and take appropriate action under rules as we had already dropped the idea in the establishment of University in Manipur and intimation in this effect was already sent to the Govt. Though the Govt. might have filed the said proposal, yet, if not, this matter may be enquired at higher level and appropriate action under the law be taken against the culprit.

However, if he has succeeded in getting approved and notified the Establishment University under the sponsorship of “Research and Gyan for Noble Upliftment” by using mal practices, the sponsorship of the same be changed in favour of “Manav Bharti Charitable Trust” and defaulter may be penalized as per law. It is also added here that sponsoring body with requisite experience in higher education may be promoted in the State like Manipur where experienced promoters in Higher Education are required.

Further if the Govt has not accorded its approval for establishment of University on our proposal, kindly treat that proposal as withdrawn under intimation to us.
